NAVY

Sci­ence Appli­ca­tions Inter­na­tion­al Corp., McLean, Va., is being issued a mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed five-year indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (M67854-09-D-7005) to change the max­i­mum con­tract val­ue to $500,000,000. This con­tract is for the prod­uct sup­port inte­gra­tor for the U.S. Marine Corps Counter Radio Con­trolled Impro­vised Explo­sive Device Elec­tron­ic War­fare (CREW) Pro­gram. The work pro­vides pro­gram man­age­ment and main­te­nance tech­ni­cians to sup­port the CREW sys­tems used in and out­side the con­ti­nen­tal Unit­ed States. The con­tract­ing activ­i­ty orders prod­uct sup­port inte­gra­tor ser­vices through the award of indi­vid­ual deliv­ery orders based on the terms and con­di­tions in the basic con­tract. Work will be per­formed in Charleston, S.C. (16.8 per­cent), Twen­ty­nine Palms, Calif. (5.5 per­cent), and Afghanistan (77.7 per­cent), and is expect­ed to be com­plet­ed Aug. 20, 2014. The con­tract funds expi­ra­tion date is depen­dent on the deliv­ery orders that are issued. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity.

The Boe­ing Co., St. Louis, Mo., is being award­ed a $31,240,470 cost-plus-fixed-fee, firm-fixed-price con­tract for non-recur­ring engi­neer­ing asso­ci­at­ed with Engi­neer­ing Change Pro­pos­al 6381SOW for the F/A‑18 & EA-18G AN/APG-79 active elec­tron­i­cal­ly scanned array radio detec­tion and rang­ing gen­er­al pur­pose Proces­sor 3 upgrade. Work will be per­formed in El Segun­do, Calif. (84 per­cent), and St. Louis, Mo. (16 per­cent), and is expect­ed to be com­plet­ed in May 2013. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00019-12-C-2006).

Sundt Con­struc­tion, Inc., Tempe, Ariz., is being award­ed a $24,235,021 firm-fixed-price con­tract for con­struc­tion of an aux­il­iary land­ing field at Marine Corps Air Sta­tion Yuma. The work to be per­formed pro­vides for con­struc­tion of an aux­il­iary land­ing field includ­ing an air oper­a­tion facil­i­ty, an air­craft direct fuel­ing sta­tion, a main­te­nance shel­ter, and a ver­ti­cal take-off and land­ing pad at Marine Corps Air Sta­tion, Yuma. The con­tract also con­tains a planned mod­i­fi­ca­tion, which if issued would increase cumu­la­tive con­tract val­ue to $24,255,702. Work will be per­formed in Yuma, Ariz., and is expect­ed to be com­plet­ed by June 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Six pro­pos­als were received for this con­tract. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activ­i­ty (N62473-12-C-1802).

Lock­heed Mar­tin Mis­sion Sys­tems and Sen­sors, Moorestown, N.J., is being award­ed a $17,430,000 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-03-C-5115) for DDG 51 class and CG 47 class Aegis Com­bat Sys­tem instal­la­tion, inte­gra­tion and test in sup­port of the Pro­gram Exec­u­tive Offi­cer (PEO) for Inte­grat­ed War­fare Sys­tems (IWS). The required ship inte­gra­tion and test engi­neer­ing for Aegis ships includes pro­gram man­age­ment, plan­ning, instal­la­tion, inte­gra­tion, test­ing, train­ing, per­son­nel, and asso­ci­at­ed ser­vices to effec­tive­ly sup­port PEO IWS efforts for the instal­la­tion, inte­gra­tion, and test of Aegis Com­bat Sys­tems. Work will be per­formed in Moorestown, N.J. (37 per­cent); Bath, Maine (25 per­cent); Pascagoula, Miss. (22 per­cent); San Diego, Calif. (6 per­cent); Wash­ing­ton, D.C. (5 per­cent); Nor­folk, Va. (3 per­cent); Port Huen­eme, Calif. (1 per­cent); and Syra­cuse, N.Y. (1 per­cent). Work is expect­ed to be com­plet­ed by Novem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Elkins Con­struc­tors, Inc., Jack­sonville, Fla., is being award­ed a $15,057,000 firm-fixed-price con­tract for con­struc­tion of a new train­ing facil­i­ty at Naval Air Sta­tion Jack­sonville. The pro­posed new con­struc­tion will con­sist of a new broad area mar­itime sur­veil­lance unmanned air­craft sys­tem oper­a­tor train­ing facil­i­ty and a new P‑8A main­te­nance train­ing facil­i­ty. Work will be per­formed in Jack­sonville, Fla., and is expect­ed to be com­plet­ed by Decem­ber 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site with 10 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­east, Jack­sonville, Fla., is the con­tract­ing activ­i­ty (N69450-12-C-1256).

BAE Sys­tems Hawaii, Hon­olu­lu, Hawaii, is being award­ed a $10,046,190 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N0024-06-C-4408) for the USS Hop­per (DDG 70) depot select­ed restrict­ed avail­abil­i­ty. Work will be per­formed in Pearl Har­bor, Hawaii, and is expect­ed to com­plete in Decem­ber 2012. Con­tract funds in the amount of $10,046,190 will expire at the end of the cur­rent fis­cal year. Lock­heed Mar­tin Corp., Sun­ny­vale, Calif., is being award­ed a $249,000,000 firm-fixed-price con­tract to pur­chase Space Vehi­cle 5/6 pro­duc­tion electronic/antenna fab­ri­ca­tion and flight mate­ri­als. The loca­tion of the per­for­mance is Sun­ny­vale, Calif. Work is to be com­plet­ed by Nov. 1, 2012. SMC/MC, Los Ange­les Air Force Base, Calif., is the con­tract­ing activ­i­ty (FA8808-12-C-0010 P00001). 

The Boe­ing Co., Hunt­ing­ton Beach, Calif., is being award­ed a $36,197,205 firm-fixed-price, cost-plus-fixed-fee con­tract to pro­duce 12 mod­i­fied wafers for the Min­ute­man III mis­sile sys­tem. The loca­tion of the per­for­mance is Orange Coun­ty, Md. Work is to be com­plet­ed by Aug. 31, 2015. AFNWC/PKMA, Hill Air Force Base, Utah, is the con­tract­ing activ­i­ty (FA8204-12-C-0003).

Northrop Grum­man Sys­tems Corp., Linthicum Heights, Md., is being award­ed a $35,000,000 firm-fixed-price con­tract to pro­vide engi­neer­ing ser­vices for Air Force require­ments applic­a­ble to the E‑3 Sur­veil­lance Radar Sys­tems. The loca­tion of the per­for­mance is Anne Arun­del Coun­ty, Md. Work is to be com­plet­ed by Dec. 31, 2016. OC-ALC/GKAKB, Tin­ker Air Force Base, Okla., is the con­tract­ing activ­i­ty (FA8102-12-D-0001).

Northrop Grum­man Sys­tems Corp., Warn­er Robins, Ga., is being award­ed a $31,100,554 firm-fixed-price con­tract to pro­cure parts for the C‑130. The loca­tion of the per­for­mance is Warn­er Robins, Ga. Work is to be com­plet­ed by June 2013. 638th SCMG/PKAB, Robins Air Force Base, Ga., is the con­tract­ing activ­i­ty (FA8538-11-C-0003).

Qua­te­ri­on Solu­tions, Inc., Uti­ca, N.Y., is being award­ed a $26,978,011 cost-plus-fixed-fee, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide research and devel­op­ment and non-per­son­al ser­vices to include infor­ma­tion col­lec­tion, pro­cess­ing man­age­ment, analy­sis, dis­sem­i­na­tion, and oth­er asso­ci­at­ed activ­i­ties nec­es­sary in main­tain­ing and oper­at­ing the Cyber Secu­ri­ty Infor­ma­tion Analy­sis Center’s sci­en­tif­ic and tech­ni­cal infor­ma­tion repos­i­to­ry. The loca­tion of the per­for­mance is State Uni­ver­si­ty of New York Insti­tute of Tech­nol­o­gy, Uti­ca, N.Y. Work is to be com­plet­ed by June 30, 2017. Gulf­stream Aero­space Corp., Savan­nah, Ga., is being award­ed a $26,816,000 firm-fixed-price con­tract to pur­chase one leased C‑37A air­craft. The loca­tion of the per­for­mance is Savan­nah, Ga. Work is to be com­plet­ed by Sept. 9, 2012. OC-ALC/GKSKB, Tin­ker Air Force Base, Okla., is the con­tract­ing activ­i­ty (F3365700C0038, P00196). 

The Boe­ing Co., Wichi­ta, Kan., is being award­ed a $10,597,710 cost-plus-award-fee con­tract to pro­vide cost growth to exist­ing scope of the con­tract state­ment of work and weapon sys­tem spec­i­fi­ca­tion. The loca­tion of the per­for­mance is Okla­homa City, Okla. Work is to be com­plet­ed by Feb. 28, 2014. ASC/WLNM, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (F33657-01-C-0047, P00222). 

DEFENSE LOGISTICS AGENCY

Carter Enter­pris­es, L.C.*, Brook­lyn, N.Y., was issued a mod­i­fi­ca­tion exer­cis­ing the first option year on con­tract SPM1C1-11-D-1059/P00005. The award is a firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $67,380,031 for improved out­er tac­ti­cal vests. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army and Air Force. There were eight respons­es to the Web solic­i­ta­tion. Type of appro­pri­a­tion is fis­cal 2012 through 2013 Defense Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is June 27, 2013. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activity.
