Enter­prise Ven­tures Corp., John­stown, Pa., is being award­ed a $12,529,511 firm-fixed-price con­tract for the pro­duc­tion of 12 car­riage, stream, tow, and recov­ery sys­tem kits in sup­port of the Naval Air Sys­tems Com­mand, MH-60S Air­borne Mine Coun­ter­mea­sures Pro­gram. The over­all objec­tives of the pro­gram are to design, fab­ri­cate, test, and inte­grate a sys­tem for the car­riage, stream, tow and recov­ery of all five air­borne mine coun­ter­mea­sures sen­sors to sup­port the organ­ic mis­sion of the MH-60S heli­copter. This con­tract includes an option, which, if exer­cised, would bring the cumu­la­tive val­ue to $31,969,022. Work will be per­formed in John­stown, Pa., and is expect­ed to com­plete by Novem­ber 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The con­tract was not com­pet­i­tive­ly pro­cured as the required kits are only avail­able from the orig­i­nal source, and no oth­er sup­plies, nor ser­vices, sat­is­fy agency require­ments. L‑3 Ser­vices, Inc., Mount Lau­rel, N.J., is being award­ed a $9,633,769 firm-fixed-price con­tract to pro­vide soft­ware analy­sis, design, devel­op­ment, test­ing, inte­gra­tion, ver­i­fi­ca­tion, doc­u­men­ta­tion, and sup­port for the Marine Air Ground Task Force Tac­ti­cal War­fare Sim­u­la­tion (MTWS) sys­tem. Post Deploy­ment Soft­ware Sup­port (PDSS) shall include the soft­ware analy­sis, design, devel­op­ment, test­ing, inte­gra­tion, ver­i­fi­ca­tion, doc­u­men­ta­tion, and sup­port for the year­ly main­te­nance and release of the MTWS sys­tem, to include the Mod­el Appli­ca­tion Net­work (MAN), Mod­el Sys­tem Con­trol (MSC), Mod­el Dis­play Sta­tion (MDS), Com­bat Analy­sis and Review Toolk­it (CART), CART client, Apex, Com­mand, Con­trol, Com­mu­ni­ca­tions, Com­put­ers, and Intel­li­gence (C4I), and Mod­el High-Lev­el Archi­tec­ture Bridge (MHB) com­po­nents. The year­ly main­te­nance will also include the con­fig­u­ra­tion man­age­ment, sys­tem admin­is­tra­tion, infor­ma­tion assur­ance, sys­tem archi­tec­ture, and pro­gram man­age­ment to sup­port any releas­es of an MTWS sys­tem. The PDSS soft­ware change requests that are to be includ­ed in each year­ly release shall be coor­di­nat­ed between the gov­ern­ment and the con­trac­tor. PDSS is esti­mat­ed at 7,721 hours per year. Those hours are allo­cat­ed to sup­port main­te­nance of each of the fol­low­ing MTWS core com­po­nents to include the MAN, MSC, MDS, CART, C4I inter­face and MHB, test­ing the sys­tem, man­ag­ing the sys­tem archi­tec­ture, pro­vid­ing pro­gram man­age­ment, sys­tems admin­is­tra­tion, con­fig­u­ra­tion man­age­ment, and qual­i­ty assur­ance. Work will be per­formed in San Diego, Calif., and is expect­ed to be com­plet­ed by March 31, 2015. Oper­a­tions and Main­te­nance funds in the amount of $824,171 will expire at the end of the cur­rent fis­cal year.
