NAVY

Bath Iron Works, Bath, Maine, is being award­ed a $662,927,172 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-11-C-2305) to exer­cise options for DDG 116 con­struc­tion and asso­ci­at­ed engi­neer­ing change pro­pos­als and design bud­get­ing require­ments. Work will be per­formed in Bath/Brunswick, Maine (75.7 per­cent); Cincin­nati, Ohio (7 per­cent); Wal­pole, Mass. (4.9 per­cent); Coatesville, Pa. (1.9 per­cent); Char­lottesville, Va. (1.9 per­cent); York, Pa. (1.5 per­cent); Erie, Pa. (1.1 per­cent); Falls Church, Va. (1.1 per­cent); and var­i­ous loca­tions inside the Unit­ed States, 1 per­cent or less (4.9 per­cent). Work is expect­ed to be com­plet­ed by August 2018. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

A&D Fire Sprin­klers, Inc.*, San­tee, Calif. (N62473-12-D-0202); Fed Con/South Bay, J.V.*, Camar­il­lo, Calif. (N62473-12-D-0203); South­west­ern Dako­tah, Inc.*, Tuc­son, Ariz. (N62473-12-D-0204); and West­ern Fire Pro­tec­tion, Inc.*, Poway, Calif. (N62473-12-D-0205), are each being award­ed a firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award con­struc­tion con­tract for new con­struc­tion, repair, ren­o­va­tion, and alter­ation of fire pro­tec­tion sys­tems at var­i­ous loca­tions with­in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) South­west area of respon­si­bil­i­ty (AOR). The max­i­mum dol­lar val­ue for all four con­tracts com­bined is $75,000,000. No task orders are being issued at this time. The work to be per­formed pro­vides for design-build or ful­ly designed projects for new con­struc­tion, repair, ren­o­va­tion and alter­ation of fire pro­tec­tion sys­tems. The types of fire pro­tec­tion sys­tem con­struc­tion projects may include, but are not lim­it­ed to, the new instal­la­tion, addi­tion, alter­ations, and repair of: fire sprin­kler sys­tems; fire pro­tec­tion sys­tem water sup­ply stor­age and dis­tri­b­u­tion sys­tems; low and high expan­sion aque­ous fire fight­ing foam sys­tems; water spray and water mist sys­tems; and fire alarm sys­tems. Asso­ci­at­ed com­po­nents and sys­tems that may also be includ­ed in the fire pro­tec­tion sys­tem con­struc­tion projects for this mul­ti­ple award con­struc­tion con­tract may include: inci­den­tal spe­cial haz­ard sys­tems such as gaseous sys­tems (car­bon diox­ide and clean agents), kitchen fire sup­pres­sions sys­tems and dry chem­i­cal sys­tems. Work will be per­formed at var­i­ous fed­er­al sites with­in the NAVFAC South­west AOR, includ­ing but not lim­it­ed to, Cal­i­for­nia (93 per­cent), Ari­zona (2 per­cent), Neva­da (2 per­cent), Utah (1 per­cent), Col­ora­da (1 per­cent), and New Mex­i­co (1 per­cent). The terms of the con­tracts are not to exceed 36 months, with an expect­ed com­ple­tion date of Feb­ru­ary 2015. Con­tract funds in the amount of $20,000 are oblig­at­ed on this award and will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site as a 100-per­cent small busi­ness set-aside with nine pro­pos­als received. These four con­trac­tors may com­pete for task orders under the terms and con­di­tions of the award­ed con­tract. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

PAE Gov­ern­ment Ser­vices, Inc., Arling­ton, Va., is being award­ed a $14,372,851 mod­i­fi­ca­tion under a pre­vi­ous­ly award­ed cost-plus-award fee, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract (N33191-07-D-0207) for the two month exten­sion of option four, which pro­vides for base oper­at­ing sup­port ser­vices at Camp Lemon­nier and for­ward­ing oper­at­ing loca­tion Camp Sim­ba, Man­da Bay, Kenya. The work to be per­formed pro­vides for gen­er­al man­age­ment and admin­is­tra­tion ser­vices; pub­lic safe­ty (har­bor secu­ri­ty, secu­ri­ty oper­a­tions and emer­gency man­age­ment pro­gram); ord­nance; air oper­a­tions (air­field facil­i­ties and pas­sen­ger ter­mi­nal and car­go han­dling); sup­ply; morale, wel­fare and recre­ation; gal­ley; hous­ing (bach­e­lor quar­ters and laun­dry); facil­i­ty sup­port (facil­i­ties invest­ment, jan­i­to­r­i­al, pest con­trol ser­vices and refuse ser­vices); util­i­ties (water, waste water and elec­tri­cal); base sup­port vehi­cle and equip­ment; and envi­ron­men­tal. The total con­tract amount after award of this mod­i­fi­ca­tion will be $408,052,937. Work will be per­formed in Dji­bouti and Kenya, and is expect­ed to be com­plet­ed by May 2012. Con­tract funds in the amount of $14,372,851 are oblig­at­ed on this award and will expire at the end of the cur­rent fis­cal year. The Naval Facil­i­ties Engi­neer­ing Com­mand, Europe Africa South­west Asia, Naples, Italy, is the con­tract­ing activity. 

BAE Sys­tems Nation­al Secu­ri­ty Solu­tions, Mclean, Va., is being award­ed a $9,986,085 cost-plus-fixed-fee, indef­i­nite-deliv­ery/ indef­i­nite-quan­ti­ty con­tract for the deliv­ery and field­ing of intel­li­gence exploita­tion and tar­get­ing sys­tems derived from the com­mon geo-posi­tion­ing ser­vices pack­age of soft­ware and relat­ed hard­ware com­po­nents of Dis­trib­uted Com­mon Ground Sta­tion Sys­tems and sim­i­lar Nation­al Geospa­tial-Intel­li­gence Agency sys­tems. Work will be per­formed in San Diego, Calif. (70 per­cent), and Ridge­crest, Calif. (30 per­cent), and is expect­ed to be com­plet­ed in Feb­ru­ary 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–1. The Naval Air War­fare Cen­ter Weapons Divi­sion, Chi­na Lake, Calif., is the con­tract­ing activ­i­ty (N68936-12-D-0016).

ARMY

GE Engine Ser­vices, Inc., Arkansas City, Kan., was award­ed a $242,386,898 firm-fixed-price con­tract. The award will pro­vide for the recap­i­tal­iza­tion and over­haul ser­vices of the T700 and T701D tur­bine engines. Work will be per­formed in Win­field, Kan., with an esti­mat­ed com­ple­tion date of Jan. 30, 2017. The bid was solicit­ed through the Inter­net, with one bid received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W58RGZ-12-D-0007).

ECC Inter­na­tion­al, L.L.C., Burlingame, Calif., was award­ed an $81,288,260 firm-fixed-price con­tract. The award will pro­vide for the con­struc­tion ser­vices for an Afghan Nation­al Army 3/207th Gar­ri­son facil­i­ty. Work will be per­formed in Badghis Province, Afghanistan, with an esti­mat­ed com­ple­tion date of Aug. 30, 2013. The bid was solicit­ed through the Inter­net, with six bids received. Hon­ey­well Inter­na­tion­al, Inc., Phoenix, Ariz., was award­ed a $72,449,572 firm-fixed-price con­tract. The award will pro­vide for the sus­tain­ment and reset ser­vices of auto­mo­tive gas tur­bine engine equiv­a­lents. Work will be per­formed in Annis­ton, Ala.; Phoenix, Ariz.; Green, S.C.; and Rocky Mount, N.C., with an esti­mat­ed com­ple­tion date of Aug. 12, 2012. The award will pro­vide for the repair and inspec­tion ser­vices for elec­tri­cal pow­er sys­tems in sup­port of the Fire Safe­ty Pro­gram for U.S. Forces — Afghanistan. The award will pro­vide for the envi­ron­men­tal sup­port ser­vices with the Unit­ed States. Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Feb. 12, 2017. The bid was solicit­ed through the Inter­net, with 14 bid received. DEFENSE LOGISTICS AGENCY

Adam’s Pro­duce Com­pa­ny, L.L.C.*, Home­wood, Ala., was award­ed a fixed-price with eco­nom­ic price adjust­ment, total set-aside con­tract with a max­i­mum $40,962,000 for fresh fruits and veg­eta­bles. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, and Marine Corps. There were two respons­es to the Web solic­i­ta­tion. Type of appro­pri­a­tion is fis­cal 2012 Defense Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is Sept. 1, 2013. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM300-12-DP120).

Capps Shoe Co.*, Lynch­burg, Va., was award­ed a firm-fixed-price, total set-aside con­tract with a max­i­mum $6,718,307 for men’s dress shoes. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army and Marine Corps. There was one response to the Defense Logis­tics Agency Inter­net Bid Board Sys­tem solic­i­ta­tion. Type of appro­pri­a­tion is fis­cal 2012 Defense Work­ing Cap­i­tal Funds. The date of per­for­mance com­ple­tion is Feb. 28, 2013. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-12-D-1030).

AIR FORCE

Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., Poway, Calif., is being award­ed a $16,870,978 cost-plus-fixed-fee con­tract for con­trac­tor logis­tics sup­port for the Ital­ian Air Force MQ‑9 Reaper. The loca­tions of the per­for­mances are Poway, Calif., and Amen­dola, Italy. Work is expect­ed to be com­plet­ed by May 31, 2013.
