USAUS Military contracts for FY11

NAVY

                 Hunt­ing­ton Ingalls Indus­tries — New­port News Ship­build­ing, New­port News, Va., is being award­ed a $56,577,660 mod­i­fi­ca­tion under pre­vi­ous­ly award­ed con­tract (N00024-09-C-2116) exer­cis­ing priced options for con­tin­u­a­tion of con­struc­tion prepa­ra­tion efforts, includ­ing pro­cure­ment of long lead time mate­r­i­al, of John F. Kennedy (CVN 79).   Under the con­tract, Hunt­ing­ton Ingalls Indus­tries — New­port News Ship­build­ing, will pro­vide all ser­vices and mate­r­i­al in prepa­ra­tion for con­struc­tion of CVN 79 to include nec­es­sary research stud­ies; engi­neer­ing; design; relat­ed devel­op­ment efforts; advanced plan­ning; advanced pro­cure­ment for detailed design and pro­cure­ment of long lead mate­r­i­al; advance con­struc­tion; life cycle sup­port; logis­tics data; and oth­er data to sup­port ship detail design and con­struc­tion.  Work will be per­formed in New­port News, Va., and is expect­ed to be com­plet­ed by Octo­ber 2012.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

                 Nation­al Steel and Ship­build­ing Co., San Diego, Calif., is being award­ed a $24,536,862 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-08-C-4410) for USS Harpers Fer­ry (LSD 49) fis­cal 2011 extend­ed dock­ing phased main­te­nance avail­abil­i­ty (EDPMA).  An EDPMA pro­vides for an exten­sive ren­o­va­tion and mod­ern­iza­tion of an LSD class ship, includ­ing alter­ations and repairs as well as inspec­tion and test­ing to all ships sys­tems and com­po­nents ensur­ing safe and depend­able oper­a­tion of the ship.  Work will be per­formed in San Diego, Calif., and is expect­ed to be com­plet­ed by July 2012.  Con­tract funds in the amount of $14,548,842 will expire at the end of the cur­rent fis­cal year.  The South­west Region­al Main­te­nance Cen­ter, San Diego, Calif., is the con­tract­ing activity. 

                Con­sigli Con­struc­tion Co., Inc., Mil­ford, Mass., is being award­ed a $9,493,630 firm-fixed-price mod­i­fi­ca­tion to increase the max­i­mum dol­lar val­ue of task order #0002 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N40085-08-D-2112) for the pro­vi­sion of addi­tion­al work asso­ci­at­ed with the con­struc­tion of a fit­ness cen­ter at Naval Sta­tion New­port.  The work to be per­formed pro­vides for inves­ti­ga­tion and removal of an obstruc­tion at a light pole base at Nimitz Field; re-design of Katy Field park­ing giv­en the Site 9 Record of Deci­sion and oth­er envi­ron­men­tal con­sid­er­a­tions; pro­vides for the revised foun­da­tion and slab; removal and dis­pos­al of asbestos con­t­a­m­i­nat­ed soil dis­cov­ered on site as need­ed to con­struct the facil­i­ty.  Pro­vide archi­tec­tur­al and cus­tomer request­ed enhance­ments; includ­ing enhanced front entrance, tur­ret fea­ture, addi­tion­al data out­lets for fit­ness equip­ment, addi­tion­al bas­ket­ball score­board, raised access floor­ing, and sec­ond floor bath­room; and the dele­tion of the soft­ball fields, ten­nis courts, and demo­li­tion of Build­ing 355.  After award of this mod­i­fi­ca­tion, the total cumu­la­tive task order val­ue will be $33,469,716.  Work will be per­formed in New­port, R.I., and is expect­ed to be com­plet­ed by Sep­tem­ber 2013.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic North­east Inte­grat­ed Prod­uct Team, Nor­folk, Va., is the con­tract­ing activity. 

                 APIC Corp.*, Cul­ver City, Calif., is being award­ed an $8,700,000 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed Sec­tion 845 oth­er trans­ac­tion agree­ment (N00421-03–9‑0002) for com­mer­cial pro­to­typ­ing process tech­nol­o­gy need­ed to devel­op and fab­ri­cate pro­to­type pho­ton­ic inte­grat­ed cir­cuit chips for use on Navy and oth­er defense net­work­ing and com­mu­ni­ca­tion sys­tems.  Work will be per­formed in Hon­olu­lu, Hawaii (50 per­cent), and Cul­ver City, Calif. (50 per­cent), and is expect­ed to be com­plet­ed in Sep­tem­ber 2012.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  The Naval Air Sys­tems Com­mand Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

                 Raytheon Inte­grat­ed Defense Sys­tems, Portsmouth, R.I., is being award­ed a $6,840,711 unde­fin­i­tized con­tract action under a pre­vi­ous­ly award­ed basic order­ing agree­ment (SPRPA1-09-G-001Y) for var­i­ous con­sum­able items for the Air­borne Low Fre­quen­cy Sonar Sys­tem for the MH-60R heli­copter.   Funds in the amount of $3,420,355 will be oblig­at­ed at this time.  Work will be per­formed in Brest, France, and is expect­ed to be com­plet­ed Aug. 11, 2013.  Navy work­ing cap­i­tal funds used for this action will not expire at the end of the cur­rent fis­cal year.  One com­pa­ny was solicit­ed for this non-com­pet­i­tive require­ment, and one offer was received in response to the solic­i­ta­tion.  The Naval Sup­ply Sys­tems Com­mand Weapon Sys­tems Sup­port, Philadel­phia, Pa., is the con­tract­ing activity. 

AIR FORCE

                 Dyn­Corp Inter­na­tion­al, L.L.C., Forth Worth, Texas, is being award­ed a $54,428,255 firm-fixed-price con­tract to pro­vide ser­vices for the very impor­tant per­son spe­cial air mis­sion.  These ser­vices include air­craft main­te­nance, tran­sient alert, muni­tions, base sup­ply and fuels in sup­port of air­craft assigned to the 11th Wing and 89th Wing at Joint Base Andrews-Naval Air Facil­i­ty Wash­ing­ton (JBA-NAFW).  Includ­ed in the ser­vices scope are air­craft main­te­nance, ser­vic­ing, and fuel­ing for all U.S. and for­eign tran­sient air­craft.  Work will be per­formed at JBA-NAFW.  The Air Force Dis­trict of Wash­ing­ton, Joint Base Ana­cos­tia-Bolling, D.C. is the con­tract­ing activ­i­ty (FA7014-11-C-0018).

                Hon­ey­well Inter­na­tion­al, Inc., Tempe, Ariz., is being award­ed an $11,571,924 firm-fixed-price con­tract for heat stack brake assem­blies for the F‑15 land­ing gear sys­tems.  Work will be per­formed in South Bend, Ind.  The 748 Sup­ply Chain Man­age­ment Group, Hill Air Force Base, Utah is the con­tract­ing activ­i­ty (FA8252-11-C-0002).

                 Unit­ed Tech­nolo­gies Corp., Pratt and Whit­ney, East Hart­ford, Conn., is being award­ed a $37,577,422 fixed-price with eco­nom­ic price adjust­ment, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for four F117-PW-100 engines and asso­ci­at­ed data for the C‑17 air­craft.  Work will be per­formed in East Hart­ford, Conn.  The Aero­nau­ti­cal Sys­tems Cen­ter, Wright-Pat­ter­son Air Force Base, Ohio is the con­tract­ing activ­i­ty (FA8626-07-D-2073, Deliv­ery Order 0017). 

ARMY

                 KEMRONCMC Reme­di­a­tion Ser­vices, L.L.C., Atlanta, Ga., was award­ed a $45,000,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the reme­di­a­tion of the Picayune Wood Test­ing Super­fund site and oth­er sites through­out the South Atlantic divi­sion.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Sept. 15, 2016.  The bid was solicit­ed through the Inter­net, with nine bids received.  The U.S. Army Corps of Engi­neers, Mobile, Ala., is the con­tract­ing activ­i­ty (W91278-11-D-0082).

                 Design and Pro­duc­tion, Inc., Lor­ton, Va., was award­ed a $35,000,000 firm-fixed-price con­tract.  The award will pro­vide for the instal­la­tion of exhibits for the Nation­al Muse­um of the U.S. Army, and pos­si­bly oth­er sites with­in the geo­graph­ic bound­aries of the North Atlantic divi­sion.  Work will be per­formed in Lor­ton, Va., and Fort Belvoir, Va., with an esti­mat­ed com­ple­tion date of March 4, 2016.  The bid was solicit­ed through the Inter­net, with five bids received.  The U.S. Army Corps of Engi­neers, Con­cord, Mass., is the con­tract­ing activ­i­ty (W912WJ-11-D-0008).

                 Gen­er­al Dynam­ics Land Sys­tems, Ster­ling Heights, Mich., was award­ed a $29,750,240 cost-no-fee con­tract.  The award will pro­vide for the mate­r­i­al sets and asso­ci­at­ed labor to be used for the con­ver­sion of 60 M1A2 tanks to a M1A2S con­fig­u­ra­tion for the King­dom of Sau­di Ara­bia.  Work will be per­formed in Lima, Ohio, with Aug. 30, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army TACOM LCMC, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-11-C-0350).

                 Lebo­lo-Watts Con­struc­tors, J.V., L.L.C., Boyn­ton Beach, Fla., was award­ed an $18,392,000 firm-fixed-price con­tract.  The award will pro­vide for the Wide­band Satel­lite Com­mu­ni­ca­tions Oper­a­tions Cen­ter to replace the exist­ing Defense Satel­lite Com­mu­ni­ca­tions Sys­tem Oper­a­tions Cen­ter.  Work will be per­formed in Fort Meade, Md., with an esti­mat­ed com­ple­tion date of April 9, 2013.  The bid was solicit­ed through the Inter­net, with sev­en bids received.  The U.S. Army Corps of Engi­neers, Bal­ti­more, Md., is the con­tract­ing activ­i­ty (W912DR-11-C-0033).

                Red Cedar Enter­pris­es, Inc., Mia­mi, Okla., was award­ed a $14,000,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the con­struc­tion ser­vices for use with­in the Tul­sa dis­trict bound­aries of the U.S. Corps of Engi­neers to be used for either civ­il or mil­i­tary con­struc­tion projects.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 4, 2016.  One bid was solicit­ed, with one bid received.  The U.S. Army Corps of Engi­neers, Tul­sa, Okla., is the con­tract­ing activ­i­ty (W912BV-11-D-0020).

                 JLG Indus­tries, McConnells­burg, Penn., was award­ed a $10,542,410 firm-fixed-price, cost-plus-fixed-fee, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the reset ser­vices on up to 102 vehi­cles to repair them to ful­ly mis­sion capa­ble.  Work will be per­formed in Afghanistan, with an esti­mat­ed com­ple­tion date of Aug. 9, 2012.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-07-D-0153).

                 Honu Apo Facil­i­ties Ser­vices, L.L.C., Hon­olu­lu, Hawaii, was award­ed a $9,000,000 cost-plus-fixed-fee con­tract.  The award will pro­vide for the reme­di­a­tion of the Lib­by asbestos site, includ­ing any oper­a­ble units.  Work will be per­formed in Lib­by, Mont., with an esti­mat­ed com­ple­tion date of Aug. 7, 2016.  One bid was solicit­ed, with one bid received.  The U.S. Army Corps of Engi­neers, Oma­ha, Neb., is the con­tract­ing activ­i­ty (W9128F-11-D-0022).

                 The Boe­ing Co., Rid­ley Park, Pa., was award­ed an $8,362,363 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of the Dig­i­tal Auto­mat­ic Flight Con­trol Sys­tems to sup­port the Spe­cial Oper­a­tions MH-47G air­craft.  Work will be per­formed in Philadel­phia, Pa., with an esti­mat­ed com­ple­tion date of Dec. 1, 2013.  One bid was solicit­ed, with one bid received.  The U.S. Army Avi­a­tion and Mis­sile Com­mand, Con­tract­ing Cen­ter, Fort Eustis, Va., is the con­tract­ing activ­i­ty (W91215-11-D-0001).

                 HDR Envi­ron­men­tal, Oper­a­tions and Con­struc­tion, Inc., Engle­wood, Colo., was award­ed an $8,000,000 firm-fixed-price indef­i­nite-deliv­ery con­tract.  The award will pro­vide for the archi­tect and engi­neer­ing ser­vices to pro­vide envi­ron­men­tal sup­port to mil­i­tary, civ­il and fed­er­al agen­cies with the Mobile Dis­trict of the Corps of Engi­neers.  Work will be per­formed in Mobile, Ala., with an esti­mat­ed com­ple­tion date of Aug. 15, 2016.  The bid was solicit­ed through the Inter­net, with 28 bids received.  The U.S. Army Corps of Engi­neers, Mobile, Ala., is the con­tract­ing activ­i­ty (W91278-11-D-0078).

                 Northrop Grum­man Space and Mis­sion Sys­tems, Hern­don, Va., was award­ed a $7,697,380 cost-plus-fixed-fee con­tract.  The award will pro­vide for an exten­sion to con­tin­ue ser­vices for the Inte­grat­ed Base Defense Sys­tem of Sys­tems sup­port and sus­tain­ment effort.  Work will be per­formed in Huntsville, Ala.; Bal­ad, Iraq; Fort Irwin, Calif.; Fort Polk, La. and Dominguez Hills, Calif., with an esti­mat­ed com­ple­tion date of Oct. 31, 2011.  One bid was solicit­ed, with one bid received.  The U.S. Army Space & Mis­sile Defense Com­mand, Red­stone, Arse­nal, Ala., is the con­tract­ing activ­i­ty (W9113M-09-C-0236).

                 R.E. Staite Engi­neer­ing, Inc., San Diego, Calif., was award­ed a $6,548,400 firm-fixed-price con­tract.  The award will pro­vide for the dredg­ing ser­vices at the Rich­mond Inner and Out­er Har­bor Chan­nel, with exca­vat­ed mate­r­i­al to be dis­posed of at two sites.  Work will be per­formed in Con­tra Cos­ta, Calif., and Marin, Calif., with an esti­mat­ed com­ple­tion date of Dec. 19, 2011.  Twen­ty bids were solicit­ed, with three bids received.  The U.S. Army Corps of Engi­neers, San Fran­cis­co, Calif., is the con­tract­ing activ­i­ty (W912P7-11-C-0011).

DEFENSE LOGISTICS AGENCY 

                 Cum­mins Pow­er Sys­tems, L.L.C., Har­ris­burg, Pa., was award­ed a firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $44,925,071 for engines.  There are no oth­er loca­tions of per­for­mance.  Using ser­vice is Army.  The date of per­for­mance com­ple­tion is Aug. 9, 2016.  The Defense Logis­tics Agency War­ren, War­ren, Mich., is the con­tract­ing activ­i­ty (SPRBL1-11-D-0027).

                 Kear­fott Corp., Black Moun­tain, N.C., was award­ed a firm-fixed-price con­tract with a max­i­mum $6,321,757 for cir­cuit card assem­blies.  There are no oth­er loca­tions of per­for­mance.  Using ser­vice is Army.  The date of per­for­mance com­ple­tion is Jan. 17, 2014.  The Defense Logis­tics Agency War­ren, War­ren, Mich., is the con­tract­ing activ­i­ty (SPRDL1-11-C-0128).
