USAUS Military contracts for FY11

NAVY

The Boe­ing Co., St. Louis, Mo., is being award­ed a $408,753,999 ceil­ing-priced mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed fixed-price-incen­tive-fee con­tract (N00019-09-C-0019) for the full rate pro­duc­tion and deliv­ery of nine fis­cal 2011 (LOT 35) F/A‑18E air­craft in accor­dance with the air­craft vari­a­tion in quan­ti­ty clause. Work will be per­formed in St. Louis, Mo., and is expect­ed to be com­plet­ed in Decem­ber 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty.

ITT Corp., Roanoke, Va., is being award­ed a $36,240,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for AN/AVS‑9, night vision image inten­si­fi­er sets. The AN/AVS‑9 sys­tem is a night vision sys­tem con­sist­ing of a binoc­u­lar imag­ing assem­bly, a hel­met mount, a low pro­file pow­er pack, a car­ry­ing case, and ancil­lary equip­ment. The AN/AVS‑9 is used by Navy and Marine Corps heli­copters as a pilot’s visu­al aid dur­ing night oper­a­tions, low-lev­el, and nape-of-the-earth flight. T his sys­tem also pro­vides imagery required for take­off, land­ing, and hov­er as well as en-route flight. Work will be per­formed in Roanoke, Va., and is expect­ed to be com­plet­ed by June 2016. Con­tract funds in the amount of $1,719,720 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with two offers received. The Naval Sur­face War­fare Cen­ter, Crane, Ind., is the con­tract­ing activ­i­ty (N00164-11-D-JQ00).

Rolls-Royce Corp., Indi­anapo­lis, Ind., is being award­ed a $34,228,615 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-10-C-0020) for main­te­nance ser­vices in sup­port of the MV-22 AE1107C tur­boshaft engine. Work will be per­formed in Oak­land, Calif. (70 per­cent), and Indi­anapo­lis, Ind. (30 per­cent), and is expect­ed to be com­plet­ed in Sep­tem­ber 2012. Con­tract funds in the amount of $34,228,615 will expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Lex Prod­ucts, Corp., Shel­ton, Conn., is being award­ed an $8,104,213 firm-fixed-price call num­ber under blan­ket pur­chase agree­ment for con­tract M67854-11-A-5087 for the pro­cure­ment of Mobile Elec­tric Pow­er Dis­tri­b­u­tion Sys­tem-replace­ment com­po­nents in sup­port of the Pro­gram Man­ag­er, Expe­di­tionary Pow­er Sys­tems. Work will be per­formed in Shel­ton, Conn., and is expect­ed to be com­plet­ed by May 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

AIR FORCE

Lock­heed Mar­tin Corp., Lock­heed Mar­tin Mis­siles and Fire Con­trol, Orlan­do, Fla., is being award­ed a not-to-exceed $100,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide tech­ni­cal sup­port for the Joint Air-to-Sur­face Stand­off Mis­sile. Deliv­ery orders under this basic con­tract may be firm-fixed-price, cost-plus-fixed-fee, or cost-plus-incen­tive-fee con­tract types. Air Arma­ment Center/EBJK, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA8682-11-D-0155).

Cen­tral NICC, JV, LLC, Falls Church, Va., is being award­ed a max­i­mum $82,500,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for sim­pli­fied acqui­si­tion of base engi­neer­ing require­ments. The scope of this project con­sists of fur­nish­ing all mate­ri­als, equip­ment, and per­son­nel nec­es­sary to design, man­age and accom­plish indi­vid­ual projects under the purview of Wright-Pat­ter­son Air Force Base, Ohio. Dur­ing the con­tract peri­od, base civ­il engi­neer­ing will iden­ti­fy con­struc­tion tasks and the con­tract­ing office will nego­ti­ate and issue indi­vid­ual deliv­ery orders to the con­trac­tor to com­plete them. ASC/PKOC, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8601-11-D-0009).

Lock­heed Mar­tin Space Sys­tems Co., Sun­ny­vale, Calif., is being award­ed a mod­i­fi­ca­tion to a cost-plus-award-fee con­tract in the amount of $17,735,991 to extend the capa­bil­i­ties inser­tion study in the exist­ing Advanced Extreme­ly High Fre­quen­cy Sys­tems Devel­op­ment and Demon­stra­tion Pro­gram. This exten­sion includes sup­port for capability/requirements trade­offs for sys­tems, tech­nol­o­gy assess­ments, devel­op­ment of design alter­na­tives, risk assess­ments, and cost and sched­ule analy­sis for devel­op­ment and pro­duc­tion of enhance­ments to be inte­grat­ed with the cur­rent pro­gram. SMC/PKJ, El Segun­do, Calif., is the con­tract­ing activ­i­ty (F04701-02-C-0002, PO0500). 

ARMY

DRS Tac­ti­cal Sys­tems, Inc., Mel­bourne, Fla., was award­ed on June 9 an $85,170,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract for the pro­cure­ment of urgent and bridg­ing quan­ti­ties for Force XXI Bat­tle Com­mand Brigade and Below Com­put­er Sys­tems. Work will be per­formed in Mel­bourne, Fla., with an esti­mat­ed com­ple­tion date of May 31, 2012. One bid was solicit­ed, with one bid received. The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W15P7T-06-D-J405).

Kaeper Machine, Inc., Men­tor, Ohio, was award­ed on June 9 a $20,887,479 firm-fixed-price con­tract. The award will pro­vide for the pro­cure­ment of a min­i­mum of 27,000 and a max­i­mum of 70,000 M240 light­weight col­lapsi­ble butt­stock assem­blies. Work will be per­formed in Men­tor, Ohio, with an esti­mat­ed com­ple­tion date of June 9, 2016. The bid was solicit­ed through the Inter­net, with eight bids received. The U.S. Army Con­tract­ing Com­mand, Picatin­ny Arse­nal, N.J., is the con­tract­ing activ­i­ty (W15QKN-11-D-0133).

Bat­telle Memo­r­i­al Insti­tute, Colum­bus, Ohio, was award­ed on June 9 a $12,765,268 cost-plus-fixed-fee con­tract. The award will pro­vide for the pro­cure­ment of a heli­copter icing spray sys­tem. Work will be per­formed in Colum­bus, Ohio, with an esti­mat­ed com­ple­tion date of Jan. 10, 2016. The bid was solicit­ed through the Inter­net, with four bids received. The U.S. Army Pro­gram Exec­u­tive Office for Sim­u­la­tion, Train­ing and Instru­men­ta­tion Acqui­si­tion Cen­ter, Orlan­do, Fla., is the con­tract­ing activ­i­ty (W900KK-11-C-0020).

DEFENSE LOGISTICS AGENCY

May­tag Aircraft/TK&K, LLC, Col­orado Springs, Colo., was award­ed a firm-fixed-price con­tract with a max­i­mum $11,649,840 for var­i­ous fuel ser­vices to include along­side air­craft refu­el­ing bulk stor­age and dis­tri­b­u­tion, ground fuel deliv­ery, and fuels account­ing. Oth­er loca­tion of per­for­mance is Texas. Using ser­vice is Navy. The date of per­for­mance com­ple­tion is Sept. 30, 2021. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activ­i­ty (SP0600-11-C-5105).

US Food­ser­vice, Liv­er­more, Calif., was issued a mod­i­fi­ca­tion exer­cis­ing the sec­ond 12-month option peri­od on the cur­rent con­tract SPM300-08-D-3228. Award is a fixed-price, indef­i­nite-quan­ti­ty con­tract with a max­i­mum $10,912,047 for full line food dis­tri­b­u­tion. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force and Coast Guard. The date of per­for­mance com­ple­tion is July 13, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activity. 

US Food­ser­vice Lex­ing­ton, Lex­ing­ton, S.C., was award­ed a fixed-price with eco­nom­ic price adjust­ment bridge con­tract with a max­i­mum $45,000,000 for prime ven­dor food and bev­er­age sup­port. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps, Coast Guard, and the Nation­al Ocean­ic and Atmos­pher­ic Admin­is­tra­tion. The date of per­for­mance com­ple­tion is June 19, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM300-11-D-3442).
