USAUS Military contracts for FY11

NAVY

Fos­ter-Miller, Inc., Waltham, Mass., is being award­ed a $166,054,056 mod­i­fi­ca­tion to exist­ing con­tract (N00174-10-D-0019) for the pro­cure­ment of man trans­portable robot­ic sys­tem (MTRS) pro­duc­tion sys­tems, depot lev­el repair parts, spare kits, depot repair ser­vices, parts sup­ply, train­ing, engi­neer­ing enhance­ments, con­fig­u­ra­tion man­age­ment, and approved acces­sories. The MTRS is a small robot­ic vehi­cle used by explo­sive ord­nance dis­pos­al tech­ni­cians to con­duct remote recon­nais­sance, ren­der safe, and/or dis­pose of explo­sive devices. Work will be per­formed in Waltham, Mass., and is expect­ed to be com­plet­ed by April 2014. Con­tract funds do not expire at the end of the cur­rent fis­cal year. The Naval Sur­face War­fare Cen­ter, Indi­an Head Divi­sion, Indi­an Head, Md., is the con­tract­ing activ­i­ty.

Lock­heed Mar­tin Gyro­cam Sys­tems, LLC, Sara­so­ta, Fla., is being award­ed a $58,606,406 firm-fixed-priced con­tract for the pro­cure­ment of 360-degree cam­era sys­tems. The pro­cure­ment is for 110 vehi­cle optic sen­sor sys­tems, 30 portable rapid deploy­ment sur­veil­lance sys­tems, spare parts, inside and out­side U.S. instal­la­tion, main­te­nance, sus­tain­ment, train­ing, and pro­vi­sion­al tech­ni­cal data. Work will be per­formed in Afghanistan (96 per­cent); Camp Leje­une, N.C. (2 per­cent); and Camp Pendle­ton, Calif. (2 per­cent). Work is expect­ed to be com­plet­ed by March 2012. Con­tract funds in the amount of $3,136,326 will expire at the end of the cur­rent fis­cal year. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activ­i­ty (M‑67854–11-C-5007).

ERAPSCO, Inc., Colum­bia City, Ind., is being award­ed a $55,481,635 firm-fixed-price, per­for­mance-based con­tract for the pro­duc­tion of 3,211 AN/SSQ-36B sonobuoys; 51,733 AN/SSQ-53F sonobuoys; and 10,286 AN/SSQ-62E sonobuoys. Work will be per­formed in DeLeon Springs, Fla. (53 per­cent), and Colum­bia City, Ind. (47 per­cent), and is expect­ed to be com­plet­ed in April 2014. Con­tract funds in the amount of $546,096 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via elec­tron­ic request for pro­pos­als, with three firms solicit­ed and one offer received. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00421-11-C-0030).

NAVMAR Applied Sci­ences Corp.*, Warmin­ster, Pa., is being award­ed a $44,403,891 cost-plus-fixed-fee con­tract for a Phase III Small Busi­ness Inno­va­tion Research (SBIR) project under top­ics 92–170, N94-178, and AF083-006. The con­trac­tor will pro­vide Per­sis­tent Ground Sur­veil­lance Sys­tem field sup­port and sys­tems inte­gra­tion for the Army. Work will be per­formed at var­i­ous for­ward-deployed oper­at­ing bases locat­ed in Afghanistan (70 per­cent); Yuma, Ariz. (20 per­cent); Patux­ent Riv­er, Md. (5 per­cent); and Warmin­ster, Pa. (5 per­cent). Work is expect­ed to be com­plet­ed in Octo­ber 2011. Con­tract funds in the amount of $15,000,000 will expire at the end of the cur­rent fis­cal year. This Phase III con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–5. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J., is the con­tract­ing activ­i­ty (N68335-11-C-0262).

L‑3 Ser­vices, Inc., Mount Lau­rel, N.J., is being award­ed a $42,496,099 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for mobile air bat­tle man­age­ment sys­tems and com­mu­ni­ca­tion-elec­tron­ic sup­port for the Air Force, Marine Corps, and oth­er Depart­ment of Defense activ­i­ties, includ­ing oper­a­tional, tech­ni­cal, logis­ti­cal and sys­tem engi­neer­ing ser­vices; sys­tems analy­sis and engi­neer­ing; test and eval­u­a­tion; instal­la­tion and main­te­nance; hard­ware design; con­fig­u­ra­tion man­age­ment; train­ing sup­port equip­ment man­u­fac­tur­ing; and qual­i­ty con­trol. Work will be per­formed in St. Ini­goes, Md. (75 per­cent), and Mount Lau­rel, N.J. (25 per­cent), and is expect­ed to be com­plet­ed in April 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via elec­tron­ic request for pro­pos­als; one offer was received. Essex Elec­tro Engi­neers, Inc.*, Schaum­burg, Ill., is being award­ed a $40,973,330 fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for the pro­cure­ment of up to 400 120 KVA mobile elec­tric pow­er plants (MEPP), includ­ing five pilot pro­duc­tion MEPP units and asso­ci­at­ed test­ing, tech­ni­cal and logis­tics data and train­ing. These MEPPs are trail­er mount­ed, self-con­tained, diesel engine dri­ve, pow­er plants that will sup­ply elec­tric pow­er to var­i­ous air­craft dur­ing ground main­te­nance oper­a­tions. This will sat­is­fy the oper­a­tional need of the Navy and Marine Corps for 115 VAC 400 Hz, 28 VDC, and 270 VDC pow­er out­puts. Work will be per­formed in Schaum­burg, Ill., and is expect­ed to be com­plet­ed in Sep­tem­ber 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via elec­tron­ic request for pro­pos­als as a 100-per­cent small busi­ness set-aside; sev­en offers were received. Neany, Inc.*, Hol­ly­wood, Md., is being award­ed a $29,975,929 cost-plus-incen­tive-fee con­tract for Per­sis­tent Ground Sur­veil­lance Sys­tem (PGSS) Phase III A for the U.S. Army. This effort will include inte­gra­tion, test, and eval­u­a­tion of pro­posed PGSS and Per­sis­tent Ground Sur­veil­lance Tow­er (PGST) sys­tem mod­i­fi­ca­tions, train­ing for PGSS instruc­tors and oper­a­tors, logis­tic and deploy­ment sup­port and prop­er­ly qual­i­fied and expe­ri­enced PGSS and PGST oper­a­tors at loca­tions out­side the Unit­ed States. Work will be per­formed in var­i­ous for­ward deployed oper­at­ing bases locat­ed in Afghanistan (62 per­cent); Yuma, Ariz. (25 per­cent); and Hol­ly­wood, Md. (13 per­cent), and is expect­ed to be com­plet­ed in Octo­ber 2011. Con­tract funds in the amount of $10,000,000 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–2. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J. is the con­tract­ing activ­i­ty (N68335-11-C-0261.

The Boe­ing Co., St. Louis, Mo., is being award­ed a $7,290,756 cost-plus-fixed-fee deliv­ery order against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-11-G-0001) for sup­plies and ser­vices to sup­port the F/A‑18E/F Struc­tures Ser­vice Life Assess­ment Pro­gram. Work will be per­formed in St. Louis, Mo. (82.8 per­cent); El Segun­do, Calif. (14.6 per­cent); Beth­le­hem, Pa. (2.5 per­cent); and Lyn­wood, Calif. (.1 per­cent). Work is expect­ed to be com­plet­ed in Decem­ber 2013. Con­tract funds in the amount of $101,924 will expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Bell-Boe­ing Joint Project Office, Amar­il­lo, Texas, is being award­ed a $6,981,897 cost-plus-fixed-fee order against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-07-G-0008) to install, inte­grate, and test Block 10.3.01 hard­ware, vehi­cle man­age­ment sys­tem math mod­el soft­ware, com­pu­ta­tion­al sys­tem soft­ware, and instructor/operator sta­tion soft­ware into six CV-22 flight train­ing devices. Work will be per­formed at Kirt­land Air Force Base, N.M. (66 per­cent); Hurl­burt Field, Fla. (17 per­cent); and Can­non Air Force Base, N.M. (17 per­cent). Work is expect­ed to be com­plet­ed in Jan­u­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. AIR FORCE

Lock­heed Mar­tin Corp., Mari­et­ta, Ga., is being award­ed a $76,223,319 fixed-price con­tract mod­i­fi­ca­tion, not-to-exceed (NTE) option exer­cise for the acqui­si­tion of a sec­ond C‑130J-30 air­craft for the gov­ern­ment of Israel and to exer­cise the NTE option for plan­ning and advance long lead pro­cure­ment of air­craft com­po­nents to sup­port the third C‑130J Israeli air­craft. This unde­fin­i­tized con­tract action also includes on-devel­op­ment pecu­liars and recur­ring in-line pro­duc­tion mod­i­fi­ca­tions for the sec­ond air­craft to include but not lim­it­ed to the fol­low­ing: Block 6X Oper­a­tional Flight Pro­gram, enhanced ser­vice life wing, two embed­ded Glob­al Posi­tion­ing Sys­tem Iner­tial Nav­i­ga­tion Sys­tem Embed­ded Mod­ule IV with Pre­cise Posi­tion­ing Sys­tem and GAS‑1 con­trolled radi­a­tion pat­tern anten­na and uni­ver­sal aer­i­al refu­el­ing recep­ta­cle slip­way instal­la­tion. DEFENSE LOGISTICS AGENCY

Hamil­ton Sun­strand, Wind­sor Locks, Conn., was issued a mod­i­fi­ca­tion exer­cis­ing the sec­ond option year on the cur­rent con­tract SPM400-05-D-0004/P0015. Award is a firm-fixed-price con­tract with a max­i­mum $42,000,000 for var­i­ous sole-source, com­mer­cial items on var­i­ous sub-assem­blies of major end items/military air­craft. The Nation­al Geospa­tial-Intel­li­gence Agency is award­ing a firm-fixed-price con­tract with eco­nom­ic price adjust­ment require­ments to R. R. Don­nel­ley, Arling­ton, Va. The esti­mat­ed val­ue of the con­tract is $41,752,932. M.A. Morten­son Co., Min­neapo­lis, Minn., was award­ed on April 6 a $18,503,000 firm-fixed-fee con­tract for advanced indi­vid­ual train­ing facil­i­ties. Work will be per­formed at Ft. Eustis, Va., with an esti­mat­ed com­ple­tion date of April 6, 2013. Six bids were solicit­ed with four received. AeroVi­ron­ment, Inc., Mon­rovia, Calif., was award­ed on April 6 a $14,773,816 firm-fixed-price con­tract for 248 dig­i­tal data link retro­fit kits for the Raven unmanned aer­i­al sys­tem. Work will be per­formed at Simi Val­ley, Calif., with an esti­mat­ed com­ple­tion date of Oct. 9, 2012. One bid was solicit­ed with one received. SRC, Inc., Chan­til­ly, Va., was award­ed on April 6 a $14,473,044 cost-plus-fixed-fee con­tract to sup­port the Joint Impro­vised Explo­sive Device Defeat Organization’s mis­sion to defeat impro­vised explo­sive devices. Work will be per­formed at Arling­ton, Va., with an esti­mat­ed com­ple­tion date of April 6, 2015. Bids were solicit­ed via the World Wide Web with two received. iRo­bot Corp., Bed­ford, Mass., was award­ed on April 6 a $12,000,000 firm-fixed-fee con­tract for 50 small unmanned ground vehi­cles; 30 oper­a­tor con­trol units; 20 con­sum­ables kits; 10 line replace­ment units; and repair and main­te­nance actions. Work will be per­formed at Bed­ford, Mass., with an esti­mat­ed com­ple­tion date of July 30, 2013. Two bids were solicit­ed with one received.
