USAUS Military contracts for FY11

DEFENSE LOGISTICS AGENCY

Philips Med­ical Sys­tems, Andover, Mass., is being award­ed a max­i­mum $77,172,660 fixed-price with eco­nom­ic price adjust­ment con­tract for patient mon­i­tor­ing equip­ment, parts and train­ing. There are no oth­er loca­tions of per­for­mance. Using ser­vices are Army, Navy, Air Force, Marine Corps and fed­er­al civil­ian agen­cies. There were orig­i­nal­ly 17 pro­pos­als solicit­ed with nine respons­es. This con­tract is exer­cis­ing the sec­ond option year. The date of per­for­mance com­ple­tion is March 29, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM2D1-09-D-8349).

Naughton Ener­gy Corp.*, Pocono Pines, Pa., is being award­ed a max­i­mum $8,970,453 fixed-price with eco­nom­ic price adjust­ment con­tract for fuel. Oth­er loca­tions of per­for­mance are in Philadel­phia and New York. Using ser­vices are Army, Navy, Marine Corps and fed­er­al civil­ian agen­cies. There were orig­i­nal­ly 696 pro­pos­als solicit­ed with 680 respons­es. The date of per­for­mance com­ple­tion is April 30, 2014. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activ­i­ty (SP0600-11-D-8525).

Park­er-Han­nifin Corp., Irvine, Calif., is being award­ed a max­i­mum $7,379,620 firm-fixed-price, sole-source con­tract for hydraulic actu­a­tors. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Air Force. There was orig­i­nal­ly one pro­pos­al solicit­ed with one response. The date of per­for­mance com­ple­tion is Feb. 28, 2014. The Defense Logis­tics Agency Avi­a­tion, Tin­ker Air Force Base, Okla., is the con­tract­ing activ­i­ty (SP0400-01-D-9726).

ARMY

Nav­is­tar Defense, War­renville, Ill., was award­ed on March 23 a $40,832,977 firm-fixed-price con­tract. The award will pro­vide for the acqui­si­tion of 829 rock­et-pro­pelled grenade net kits for the MaxxPro Mine Resis­tant Ambush Pro­tect­ed vehi­cle. Work will be per­formed in War­renville, Ill., with an esti­mat­ed com­ple­tion date of July 28, 2011. One bid was solicit­ed with one bid received. The U.S. Army TACOM LCMC, Con­tract­ing Cen­ter, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-10-D-0014).

HX5, LLC, Fort Wal­ton Beach, Fla., was award­ed on March 23 an $18,000,000 firm-fixed-price indef­i­nite delivery/indefinite quan­ti­ty con­tract. The award will pro­vide for the pro­cure­ment of research and devel­op­ment, sci­ence and engi­neer­ing, and relat­ed logis­ti­cal and admin­is­tra­tive sup­port ser­vices for all Engi­neer Research and Devel­op­ment Cen­ter lab­o­ra­to­ries and oth­er local Corps enti­ties. Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of March 31, 2014. The bid was solicit­ed through the Fed­er­al Busi­ness Oppor­tu­ni­ties Pro­gram with four bids received. The U.S. Army Corps of Engi­neers, ERDC Con­tract­ing Office, Vicks­burg, Miss., is the con­tract­ing activ­i­ty (W912HZ-09-D-0001).

NAVY

The Boe­ing Co., St. Louis, Mo., is being award­ed a $10,596,300 firm-fixed-price deliv­ery order against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-11-G-0001) for the pro­cure­ment of 741 Hon­ey­well mod­el GG1320 ring laser gyros for F/A‑18E/F and EA-18G air­craft for the U.S. Navy (714) and the gov­ern­ment of Aus­tralia (27 spares). Work will be per­formed in Clear­wa­ter, Fla. (87 per­cent), and St. Louis, Mo. (13 per­cent), and is expect­ed to be com­plet­ed in April 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Lock­heed Mar­tin-MS2, Liv­er­pool, N.Y., is being award­ed a $7,907,803 firm-fixed-price and cost-plus-fixed-fee option exer­cise mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-08-C-6282) for the pro­duc­tion and sup­port of mul­ti-func­tion towed arrays for the AN/SQQ-89A(V)15 anti­sub­ma­rine war­fare com­bat sys­tems. The mul­ti func­tion towed array is the next gen­er­a­tion pas­sive and active sonar receiv­er. It affords sev­er­al enhance­ments to the AN/SQR-19 Tac­ti­cal Towed Array Sys­tem allow­ing greater cov­er­age, increased capability/reliability, and reduced obso­les­cence. Mul­ti-func­tion towed array sig­nif­i­cant­ly con­tributes to the capa­bil­i­ty of sur­face ships to detect, local­ize and pros­e­cute under­sea threats and is a crit­i­cal sen­sor to a com­bat sys­tems suite. Work will be per­formed in Syra­cuse, N.Y. (60 per­cent); Bal­ti­more, Md. (20 per­cent); Cleve­land, Ohio (14 per­cent); and Phoenix, Ariz. (6 per­cent), and is expect­ed to be com­plet­ed by Jan­u­ary 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Detyens Ship­yards, Inc., North Charleston, S.C., is being award­ed a $7,325,687 firm-fixed-price con­tract for a 55-cal­en­dar-day reg­u­lar over­haul of Mil­i­tary Sealift Com­mand dry cargo/ammunition ship USNS Lewis and Clark. This reg­u­lar over­haul will include dry-dock­ing and undock­ing the ship; under­wa­ter hull paint­ing; main engine over­haul; pro­peller shaft inspec­tion; clean­ing and gas free­ing tanks, voids and cof­fer­dams; tank struc­tur­al sur­vey­ing and test­ing; and non-skid renew­al. The ship’s pri­ma­ry mis­sion is to deliv­er ammu­ni­tion, pro­vi­sions, stores, spare parts, potable water and petro­le­um to the Navy’s car­ri­er strike groups and oth­er naval forces at sea. The con­tract includes options which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $8,787,682. Work will be per­formed in Charleston, S.C., and is expect­ed to be com­plet­ed by June 2011. Con­tract funds will expire at the end of the fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured and post­ed to the Fed­er­al Busi­ness Oppor­tu­ni­ties Web page, with three offers received. The U.S. Navy’s Mil­i­tary Sealift Fleet Sup­port Com­mand, a field activ­i­ty of Mil­i­tary Sealift Com­mand, is the con­tract­ing activ­i­ty (N40442-11-C-3049).

Cor­rec­tion to Navy con­tract (N62473-11-d-0016) issued Feb 3, 2011, mon­ey was award­ed in an addi­tion­al con­tract to a fifth com­pa­ny. Con­tract award­ed on Feb. 3, 2011, to BEST Con­tract­ing Ser­vices, Inc., Gar­de­na, Calif. (N62473-11-D-0006); MTM Con­struc­tion, Inc., City of Indus­try, Calif. (N62473-11-D-0007); Pre­mier Roof­ing CA, Inc.*, Spring Val­ley, Calif. (N62473-11-D-0008); and RL Camp­bell Man­age­ment Ser­vices, Inc.*, Jack­sonville, Fla. (N62473-11-D-0009), is revised to show DRI Com­mer­cial, Irvine, Calif. (N62473-11-D-0016) as shar­ing in the com­bined $100,000,000 award.
