USAUS Military contracts for FY11

NAVY

Gen­er­al Elec­tric Avi­a­tion, Lynn, Mass., is being award­ed a six-month exten­sion of a per­for­mance-based logis­tics con­tract in the amount of $58,436,679 for repair, replace­ment, con­sum­ables sup­port, and pro­gram sup­port for the F414 engine used on F/A‑18 E/F, and EA-18G air­craft. Work will be per­formed in Lynn, Mass. (96 per­cent), and Jack­sonville, Fla. (4 per­cent), and is expect­ed to be com­plet­ed by June 2011. Fund­ing is pro­vid­ed by Navy Work­ing Cap­i­tal Funds and con­tract funds will not expire before the end of the fis­cal year. This con­tract was not com­pet­i­tive­ly award­ed. The Naval Inven­to­ry Con­trol Point, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (N00383-08-D-002M).

Lock­heed Mar­tin Corp., Mar­itime Sys­tems and Sen­sors Tac­ti­cal Sys­tems, Eagan, Minn., is being award­ed a $47,573,542 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-09-C-0031) for mis­sion sys­tem spares required for the ini­tial out­fit­ting of new avion­ics com­po­nents for 12 P‑3C air­craft for the gov­ern­ment of Tai­wan under the For­eign Mil­i­tary Sales pro­gram. Work will be per­formed in Eagan, Minn., and is expect­ed to be com­plet­ed in Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Lake­hurst, N.J., is the con­tract­ing activity. 

SC Engi­neers, Inc.*, San Diego, Calif., is being award­ed a max­i­mum $20,000,000 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty archi­tect-engi­neer­ing con­tract for mechan­i­cal, elec­tri­cal and plumb­ing engi­neer­ing ser­vices in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) South­west area of respon­si­bil­i­ty (AOR). The work to be per­formed pro­vides for engi­neer­ing stud­ies and reports; site inves­ti­ga­tion reports; prepa­ra­tion of requests for pro­pos­als for design-build projects; prepa­ra­tion of ful­ly designed plans and spec­i­fi­ca­tions for invi­ta­tion for bid projects; prepa­ra­tion, sub­mis­sion, ver­i­fi­ca­tion and review of Lead­er­ship in Ener­gy and Envi­ron­men­tal Design doc­u­men­ta­tion; ener­gy mas­ter plan­ning, com­mis­sion­ing, retro-com­mis­sion­ing, cost esti­mates, eval­u­a­tions, con­struc­tion inspec­tion and con­struc­tion sup­port ser­vices. Work will be per­formed at var­i­ous Navy and Marine Corps facil­i­ties and oth­er gov­ern­ment facil­i­ties with­in the NAVFAC South­west AOR includ­ing, but not lim­it­ed to: Cal­i­for­nia (87 per­cent); Ari­zona (5 per­cent); Neva­da (5 per­cent); Col­orado (1 per­cent); New Mex­i­co (1 per­cent); and Utah (1 per­cent). Work is expect­ed to be com­plet­ed by Jan­u­ary 2016. Con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 24 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activ­i­ty (N62473-11-D-0004).

The Boe­ing Co., St. Louis, Mo., is being award­ed a $17,555,062 mod­i­fi­ca­tion to a deliv­ery order placed against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-11-G-0001) to pro­vide for sup­plies and ser­vices in sup­port of the fol­low-on test and eval­u­a­tion of the F/A‑18E/F and EA-18G air­craft. Work will be per­formed in at the Naval Air Sta­tion, Patux­ent Riv­er, Md. (77 per­cent); St. Louis, Mo. (21 per­cent); El Segun­do, Calif. (1 per­cent); and Beth­page, N.Y. (1 per­cent), and is expect­ed to be com­plet­ed in Octo­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Qual­i­ty Enter­pris­es USA, Inc., Chesa­peake, Va., is being award­ed a max­i­mum amount $13,393,369 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for rigid pave­ment repair/replacement con­tract for var­i­ous types of rigid Port­land cement con­crete pave­ment, con­crete work, pave­ment mark­ings, and inci­den­tal work relat­ed to air­field stan­dards at exist­ing or new loca­tions on and around var­i­ous gov­ern­ment sites in the Hamp­ton Roads area. Task order #0001 is being award­ed at $5,000 for the guar­an­teed min­i­mum por­tion of the con­tract. Work on this con­tract will be per­formed in Nor­folk, Va.; York­town, Va.; Vir­ginia Beach, Va.; and Portsmouth, Va. The term of the con­tract is not to exceed 60 months with an expect­ed com­ple­tion date of Decem­ber 2012. Con­tract funds for task order #0001 will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured with six offers via the Navy Elec­tron­ic Com­merce Online web­site, with six pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-11-D-0011).

DEFENSE LOGISTICS AGENCY

Belleville Shoe Man­u­fac­tur­ing Co., Belleville, Ill., is being award­ed a max­i­mum $13,829,661 fixed-price with eco­nom­ic price adjust­ment con­tract for tem­per­ate weath­er com­bat boots. Oth­er loca­tion of per­for­mance is in Arkansas. Using ser­vices are Army and Air Force. The orig­i­nal pro­pos­al was Web-solicit­ed with six respons­es. This con­tract is exer­cis­ing the sec­ond option year. The date of per­for­mance com­ple­tion is Jan. 9, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-09-D-0018).
