USAUS Military contracts for FY10

NAVY

Raytheon Co., Tuc­son, Ariz., is being award­ed a $209,027,172 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-09-C-0007) to exer­cise an option for the pro­cure­ment of 196 fis­cal 2011 Tom­a­hawk Block IV all up round mis­siles. The Tom­a­hawk Block IV mis­sile is capa­ble of launch from sur­face ships equipped with the ver­ti­cal launch sys­tem (VLS); sub­marines equipped with the cap­sule launch sys­tem (CLS); and sub­marines equipped with the tor­pe­do tube launch sys­tem. This mod­i­fi­ca­tion pro­vides for the pro­cure­ment of 132 VLS and 64 CLS mis­siles. The work will be per­formed in Tuc­son, Ariz. (32 per­cent); Walled Lake, Mich. (9 per­cent); Cam­den, Ark. (8 per­cent); Annis­ton, Ala. (5 per­cent); Glen­rothes, Scot­land (5 per­cent); Huntsville, Ala. (4 per­cent); Min­neapo­lis, Minn. (4 per­cent); Mid­land Ontario, Cana­da (4 per­cent); Fort Wayne, Ind. (4 per­cent); Ontario, Calif. (3 per­cent); Span­ish Fork, Utah (3 per­cent); El Segun­do, Calif. (2 per­cent); West­min­ster, Colo. (2 per­cent); Ver­gennes, Vt. (2 per­cent); Mid­dle­town, Conn. (2 per­cent); Largo, Fla. (2 per­cent); Farm­ing­ton, N.M. (0.2 per­cent); and var­i­ous loca­tions through­out the Unit­ed States (8.8 per­cent). Work is expect­ed to be com­plet­ed in July 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

All Native Ser­vice Co., Belle­vue, Neb., is being award­ed a $22,741,962 cost-plus-fixed-fee con­tract for tech­nol­o­gy advance­ment sup­port ser­vices to the Night Vision and Elec­tron­ic Sen­sors Direc­torate at Fort Belvoir, Va. This effort pro­vides the Army and Depart­ment of Defense with tech­nol­o­gy solu­tions for night vision and elec­tron­ic sen­sors and sen­sor suites for tar­get acqui­si­tion, engage­ment and defeat of ene­my forces day or night, and under all bat­tle­field and weath­er con­di­tions. Work will be per­formed at Fort Belvoir, Va. (23 per­cent); Yuma Prov­ing Grounds, Ariz. (11 per­cent); Fort AP Hill, Va. (11 per­cent); Eglin Air Force Base, Fla. (11 per­cent); Fort Hunter Liggett, Calif. (11 per­cent); Jef­fer­son Prov­ing Grounds, Ind. (11 per­cent); White Sands, N.M. (11 per­cent); and Aberdeen, Md. (11 per­cent). Work is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sur­face War­fare Cen­ter, Indi­an Head, Md., is the con­tract­ing activ­i­ty (N00174-11-D-0006).

Sys­tems Engi­neer­ing Asso­ciates Corp., Mid­dle­town, R.I., is being award­ed a $16,651,323 cost-plus-fixed-fee, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for engi­neer­ing ser­vices for the con­tin­ued devel­op­ment and pro­duc­tion of a sur­face ship tor­pe­do defense launch can­is­ter. The con­tract will be for fur­ther tran­si­tion of a demon­strat­ed tech­nol­o­gy uti­liz­ing auto­mo­tive airbag infla­tors tech­nol­o­gy as a source of launch impulse ener­gy. Work will be per­formed in Mid­dle­town, R.I. and is expect­ed to be com­plet­ed by Decem­ber 2015. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The con­tract was not com­pet­i­tive­ly pro­cured. The Naval Under­sea War­fare Cen­ter Divi­sion, New­port, R.I., is the con­tract­ing activ­i­ty (N66604-11-D-0558).

Bull­track-Watts, JV*, Marysville, Calif., is being award­ed $12,624,500 for fixed-price-award-fee task order HC01 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N62742-09-D-1181) for facil­i­ty upgrades to Build­ing 77, Ford Island, Joint Base Pearl Har­bor-Hick­am. The work to be per­formed pro­vides for ren­o­vat­ed spaces in Build­ing 77 to sup­port relo­ca­tion of Defense Infor­ma­tion Sys­tems Agency Pacif­ic Com­mand mis­sion from Wheel­er Army Air Field. The task order also con­tains two unex­er­cised options which, if exer­cised, would increase cumu­la­tive task order val­ue to $15,949,500. Work will be per­formed in Oahu, Hawaii, and is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Two pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, Hawaii, Pearl Har­bor, Hawaii, is the con­tract­ing activity. 

Northrop Grum­man Ship­build­ing, New­port News, Va., is being award­ed a $9,429,110 mod­i­fi­ca­tion to con­tract (N00024-10-C-2102) for mate­r­i­al pro­cure­ment in sup­port of sub­ma­rine plan­ning yard ser­vices. The con­tract will sup­port engi­neer­ing, tech­ni­cal, design, con­fig­u­ra­tion man­age­ment, inte­grat­ed logis­tics sys­tems, data­base man­age­ment, research and design, trade, and mod­ern­iza­tion sup­port for oper­a­tional and decom­mis­sion­ing sub­marines, sub­marines under­go­ing availabilities/conversion, spe­cial mis­sion sub­mersibles and sub­ma­rine sup­port facil­i­ties. Work will be per­formed in New­port News, Va., and is expect­ed to com­plet­ed by Sep­tem­ber 2011. Con­tract funds in the amount of $41,200 will expire at the end of the cur­rent fis­cal year. The Super­vi­sor of Ship­build­ing Con­ver­sion and Repair, New­port News, Va., is the con­tract­ing activity. 

Alliant Tech­sys­tems, Inc., Defense Elec­tron­ics Sys­tems Divi­sion, Wood­land Hills, Calif., is being award­ed an $8,958,217 cost-plus-fixed-fee, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for engi­neer­ing ser­vices in sup­port of the Naval Air War­fare Cen­ter Weapons Divi­sions weapons and ener­get­ics research and devel­op­ment efforts for var­i­ous mis­sile sys­tems, includ­ing the Advanced Anti-Radi­a­tion Mis­sile, Bal­lis­tic Tra­jec­to­ry Extend­ed Range Muni­tion, Mul­ti-State Super­son­ic Tar­get, and AIM‑9 rock­et motors. Work will be per­formed in Wood­land Hills, Calif. (65 per­cent); Ply­mouth, Minn. (20 per­cent); and Chi­na Lake, Calif. (15 per­cent). Work is expect­ed to be com­plet­ed in Decem­ber 2013. Con­tract funds in the amount of $128,642 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Air War­fare Cen­ter Weapons Divi­sion, Chi­na Lake, Calif., is the con­tract­ing activ­i­ty (N68936-11-D-0002).

Soltek Pacif­ic Con­struc­tion Co., San Diego, Calif., is being award­ed $7,097,000 for firm-fixed-price task order #0016 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N62742-08-D-8615) for design and con­struc­tion of bat­tal­ion squadron head­quar­ters at Marine Corps Air Sta­tion Mira­mar. The work to be per­formed pro­vides for repair and ren­o­va­tion to two exist­ing build­ings, an addi­tion to an exist­ing build­ing, and a new admin­is­tra­tive build­ing at Marine Corps Air Sta­tion Mira­mar. When com­plete the facil­i­ties will serve four Marine Forces Reserve units of the 4th Marine Air Wing. The units are Marine Wing Sup­port Squadron 473, Marine Air Sup­port Squadron 6, Marine Wing Com­mu­ni­ca­tions Squadron 48 and the sup­ply ele­ment of site sup­port ser­vices. The task order also con­tains one planned mod­i­fi­ca­tion which, if issued, would increase cumu­la­tive task order val­ue to $9,302,000. Work will be per­formed in San Diego, Calif., and is expect­ed to be com­plet­ed by Decem­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. One pro­pos­al was received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

L3 Com­mu­ni­ca­tions, Men­lo Park, Calif., is being award­ed a $6,898,608 ceil­ing priced deliv­ery order #7006 under pre­vi­ous­ly award­ed con­tract (N00383-06-G-072B) for repair cov­er­age for items required to sup­port the E2C air­craft. Work will be per­formed in Men­lo Park, Calif. (70 per­cent), and San Diego, Calif. (30 per­cent), and is expect­ed to be com­plet­ed by Decem­ber 2012. Con­tract funds will not expire before the end of the fis­cal year. This order was not com­pet­i­tive­ly award­ed. The Naval Inven­to­ry Con­trol Point, Philadel­phia, Pa., is the con­tract­ing activity. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Lock­heed Mar­tin Corp., Orlan­do, Fla., is being award­ed a $60,357,197 cost plus fixed-fee con­tract mod­i­fi­ca­tion (HR0011-09-C-0096). This mod­i­fi­ca­tion is for the Long Range Anti-Ship Mis­sile pro­gram, which is a joint Defense Advanced Research Projects Agency/Office of Naval Research effort to rapid­ly devel­op and demon­strate a ship launched, stand­off anti-ship strike weapon capa­ble of achiev­ing mis­sion kill against selec­tive sur­face tar­gets at sig­nif­i­cant stand­off ranges. Work will be per­formed in Orlan­do, Fla. (89.47 per­cent), Mel­bourne, Fla. (8.94 per­cent) and Buf­fa­lo, N.Y. (1.59 per­cent). The work is expect­ed to be com­plet­ed Feb­ru­ary 2013. The Defense Advanced Research Projects Agency is the con­tract­ing activity. 

ARMY

BAE Sys­tems, Nashua, N.H., was award­ed on Dec. 14 a $38,314,329 cost-plus-fixed-fee con­tract. This award will pro­vide for the devel­op­ment and field­ing of elec­tron­ic war­fare sys­tems to meet crit­i­cal warfight­er require­ments. Work is to be per­formed in Nashua, N.H., with an esti­mat­ed com­ple­tion date of June 14, 2012. One bid was solicit­ed and one bid was received. The U.S. Army Research, Devel­op­ment and Engi­neer­ing Com­mand, Con­tract­ing Divi­sion, Nat­ick, Mass., is the con­tract­ing activ­i­ty (W911QY-08-D-0015).

Rolls-Royce Corp., Indi­anapo­lis, Ind., was award­ed on Dec. 14 a $34,547,206.06 firm-fixed-price con­tract. This award will pro­vide logis­tics sup­port for a Rolls-Royce mod­el engine in sup­port of the OH-58D Kiowa War­rior pro­gram. Work is to be per­formed in Indi­anapo­lis, Ind., with an esti­mat­ed com­ple­tion date of Dec. 31, 2011. One bid was solicit­ed and one bid was received. The U.S. Army Con­tract­ing Com­mand, AMCOM Con­tract­ing Cen­ter, Red­stone Arse­nal, Ala, is the con­tract­ing activ­i­ty (W58RGZ-06-D-0072).

DEFENSE LOGISTICS AGENCY

Mobile Oil Guam, Inc., East Hagat­na, Guam, is being award­ed a min­i­mum $13,311,205 fixed-price with eco­nom­ic price adjust­ment con­tract for diesel fuel. Oth­er loca­tions of per­for­mance are through­out Guam. Using ser­vices are Navy and Air Force. The orig­i­nal pro­pos­al was Web-solicit­ed with two respons­es. The date of per­for­mance com­ple­tion is Dec. 31, 2013. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activ­i­ty (SP0600-11-D-4503).

AIR FORCE

CC Dis­trib­u­tors, Cor­pus Christi, Texas, was award­ed a $9,000,000 con­tract which will pro­vide for autho­rized civ­il engi­neer per­son­nel and self-help cus­tomers to pur­chase mate­ri­als, equip­ment and sup­plies includ­ing but not lim­it­ed to elec­tri­cal, plumb­ing, sheet met­al, weld­ing, land­scap­ing, heating/air con­di­tion­ing. At this time, $500,000 has been oblig­at­ed. AAAC/PKOB, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA2823-11-D0008).

Northrop Grum­man Sys­tems Corp., El Segun­do, Calif., was award­ed a $7,293,130 con­tract which will pro­vide for the mul­ti plat­form radar tech­nol­o­gy inser­tion pro­gram radar sys­tem devel­op­ment and demon­stra­tion for inte­gra­tion with the Glob­al Hawk Block 40 pro­gram. At this time, the entire amount has been oblig­at­ed. ESC/HBGK, Hanscom Air Force Base, Mass., is the con­tract­ing activ­i­ty (F19628-00-C-0100).

CORRECTION: Air Force con­tract num­ber FO4701-02-C-0002, mod­i­fi­ca­tion PO0448, pub­lished in news release 1146-10, was not award­ed on Decem­ber 15, 2010.
