USAUS Military contracts for FY10

NAVY

Clark/McCarthy, JV, Cos­ta Mesa, Calif., is being award­ed a $393,883,000 firm-fixed-price con­tract for design and con­struc­tion of the hos­pi­tal replace­ment, plus an option for addi­tion­al park­ing, at Marine Corps Base Camp Pendle­ton. This project will pro­vide inpa­tient med­ical facil­i­ties, ancil­lary depart­ments, emer­gency care, pri­ma­ry care, spe­cial­ty care clin­ics, and sup­port spaces. Facil­i­ties shall accom­mo­date non-ambu­la­to­ry patients with stays in excess of 24 hours. Ser­vices shall include surgery, patient overnight stays, den­tal care, inten­sive care, and gen­er­al med­ical and emer­gency care. This hos­pi­tal will need an appro­pri­ate­ly-sized facil­i­ty designed for effi­cient staff and patient oper­a­tions to pro­vide mod­ern, safe, and effec­tive med­ical care for its mil­i­tary pop­u­la­tion and ben­e­fi­cia­ries. The con­tract also con­tains two planned mod­i­fi­ca­tions which, if issued, would increase the cumu­la­tive con­tract val­ue to $451,248,000. Work will be per­formed in Ocean­side, Calif., and is expect­ed to be com­plet­ed by Feb­ru­ary 2014. Funds for this project are pro­vid­ed by the Amer­i­can Recov­ery and Rein­vest­ment Act of 2009. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with eight pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activ­i­ty (N62473-10-C-0001).

DMS Inter­na­tion­al, Inc.*, Sil­ver Spring, Md., is being award­ed a max­i­mum $20,607,059 firm-fixed-price con­tract for the mod­u­lar amphibi­ous egress train­er and will pro­vide under­wa­ter egress train­ing and main­te­nance sup­port for this effort. Work will be per­formed in Camp Pendle­ton, Calif. (40 per­cent); Camp Leje­une, N.C. (20 per­cent); Kaneo­he Bay, Hawaii (20 per­cent); and Camp Hansen, Oki­nawa, Japan (20 per­cent). Work is expect­ed to be com­plet­ed Dec. 31, 2014. Con­tract funds expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured by open com­pe­ti­tion, small busi­ness only, with four offers received. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activ­i­ty (M67854-10-C-8126).

Shaw Envi­ron­men­tal & Infra­struc­ture, Inc., San Diego, Calif., is being award­ed $10,462,639 for firm-fixed-price task order #0008 under a pre­vi­ous­ly award­ed envi­ron­men­tal mul­ti­ple award con­tract (N62473-10-D-0807) for reme­di­al action for Units C1, C4, C5 and Build­ing 241 area at Hunters Point Ship­yard. The task order also con­tains three unex­er­cised options which, if exer­cised, would increase the cumu­la­tive task order val­ue to $14,313,709. Work will be per­formed in San Fran­cis­co, Calif., and is expect­ed to be com­plet­ed by August 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Five pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

G.S.E. Dynam­ics, Inc.*, Haup­pauge, N.Y., is being award­ed an $8,853,586 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for the acqui­si­tion of var­i­ous OE-538 688 class sub­ma­rine mast fair­ing assem­blies. Mast fair­ing assem­blies house the inner mast, the hoist cylin­der, and the inner mast erecting/retracting mech­a­nism onboard sub­marines. Work will be per­formed in Haup­pauge, N.Y., and is expect­ed to be com­plet­ed by Sep­tem­ber 2015. Con­tract funds in the amount of $306,992 will expire at end of the fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with one offer received. The Naval Sur­face War­fare Cen­ter, Carde­rock Divi­sion, Ship Sys­tem Engi­neer­ing Sta­tion, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (N65540-10-D-0019).

AIR FORCE

Raytheon Co., Mis­sile Sys­tems, Tuc­son, Ariz., was award­ed a $161,278,400 con­tract mod­i­fi­ca­tion which will pro­vide Enhanced Pave­way II, III and GPS adapter kits in addi­tion to kit spares, adapter groups, readi­ness test sets, bomb tool kits, enhanced pave­way tool sets, CAMBRE adapter kits and mis­sion plan­ning soft­ware. At this time, $161,278,400 has been oblig­at­ed. OO-ALC/GHGKB, Hill Air Force Base, Utah, is the con­tract­ing activ­i­ty (FA8213-08-C-0028).

The Bat­telle Memo­r­i­al Insti­tute, Colum­bus, Ohio, was award­ed an esti­mat­ed $18,008,976 con­tract for the devel­op­ment of cur­ricu­lum, pro­grams of instruc­tion, and pilot train­ing cours­es and assess­ment of their effec­tive­ness in final prod­uct form in safe­ty, sur­viv­abil­i­ty, and sus­tain­ment of oper­a­tions in a chem­i­cal, bio­log­i­cal, radi­o­log­i­cal, and nuclear envi­ron­ment. At this time, $ 2,014,880 has been oblig­at­ed. 55 CONS/LGCD, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (SP0700-00-D-3180; Deliv­ery Order 0671). 

Lock­heed Mar­tin Corp., Lock­heed Mar­tin Aero­nau­tics Co., Fort Worth, Texas, was award­ed a $15,550,105 con­tract mod­i­fi­ca­tion for the pro­cure­ment of 20 spare inte­grat­ed fore­bod­ies for the F‑22A. At this time, $15,550,105 has been oblig­at­ed. 478 AESG/PK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing agency (FA8611-06-C-2899; P00102). 

Linde, LLC, Mur­ray Hill, N.J., was award­ed a $5,806,948 con­tract mod­i­fi­ca­tion to pro­vide lab­o­ra­to­ry ana­lyt­i­cal ser­vices, non-per­son­al ser­vices, for the pro­cess­ing, sep­a­ra­tion and radio assay of atmos­pher­ic gas sam­ples for ele­men­tal deter­mi­na­tion of sam­ple com­po­nents for the pur­pose of nuclear test ban treaty ver­i­fi­ca­tion. This action is the exer­cise of the sec­ond con­tract option peri­od. At this time, $5,806,948 has been oblig­at­ed. MISSILE DEFENSE AGENCY

The Mis­sile Defense Agency is announc­ing the award of a sole-source cost-plus-award-fee mod­i­fi­ca­tion to Raytheon Co., Inte­grat­ed Defense Sys­tems, Woburn, Mass., under the HQ0006-03-C-0047 con­tract. The total award val­ue is $22,552,681. Under this mod­i­fi­ca­tion, Raytheon will con­tin­ue to pro­vide sup­port ser­vices for AN/TPY‑2 radar flight and ground test­ing. The work will be per­formed in Woburn, Mass. The per­for­mance peri­od is from Sep­tem­ber 2010 through June 2011. Fis­cal 2010 research, devel­op­ment, test and eval­u­a­tion funds will be used to incre­men­tal­ly fund this effort in the amount of $1,443,793. The Mis­sile Defense Agency is the con­tract­ing activity. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Logos Tech­nolo­gies, Inc., is being award­ed a $17,467,782 cost-plus-fixed-fee con­tract (HR0011-10-C-0187). This work is for the Bio­Jet pro­gram to demon­strate an end-to-end lipid fer­men­ta­tion process at scale for the com­mer­cial­ly viable pro­duc­tion of hydrotreat­ed renew­able jet fuel. Work will be per­formed in Arling­ton, Va (7.1 per­cent); Ash­burn, Va. (21.3 per­cent); Niskayu­na, N.Y. (0.7 per­cent); Hon­olu­lu, Hawaii (2.6 per­cent); Bloom­field, N.J.
