NAVY

The Navy is award­ing indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple-award con­tracts to 556 con­trac­tors that will pro­vide for their com­pe­ti­tion for ser­vice require­ments solicit­ed by Naval Sea Sys­tems Com­mand, Naval Air Sys­tems Com­mand, Space and Naval War­fare Sys­tems Com­mand, Naval Sup­ply Sys­tems Com­mand, Mil­i­tary Sealift Com­mand, Naval Facil­i­ties Com­mand, Strate­gic Sys­tems Pro­grams, Office of Naval Research, and the Marine Corps. The 22 func­tion­al ser­vice areas with­in the scope of the con­tracts include: research and devel­op­ment sup­port; engi­neer­ing sys­tem engi­neer­ing and process engi­neer­ing sup­port; mod­el­ing, sim­u­la­tion, stim­u­la­tion, and analy­sis sup­port; pro­to­typ­ing, pre-pro­duc­tion, mod­el-mak­ing, and fab­ric sup­port; sys­tem design doc­u­men­ta­tion and tech­ni­cal data sup­port; soft­ware engi­neer­ing, devel­op­ment, pro­gram­ming, and net­work sup­port; reli­a­bil­i­ty, main­tain­abil­i­ty, and avail­abil­i­ty sup­port; human fac­tors, per­for­mance, and usabil­i­ty engi­neer­ing sup­port; sys­tem safe­ty engi­neer­ing sup­port; con­fig­u­ra­tion man­age­ment sup­port; qual­i­ty assur­ance sup­port; infor­ma­tion sys­tem devel­op­ment, infor­ma­tion assur­ance and infor­ma­tion tech­nol­o­gy sup­port; ship inac­ti­va­tion and dis­pos­al sup­port; inter­op­er­abil­i­ty, test and eval­u­a­tion, tri­als sup­port; mea­sure­ment facil­i­ties, range, and instru­men­ta­tion sup­port; acqui­si­tion logis­tics sup­port; sup­ply and pro­vi­sion­ing sup­port; train­ing sup­port; in-ser­vice engi­neer­ing, fleet intro­duc­tion, instal­la­tion and check­out sup­port; pro­gram sup­port; func­tion­al and admin­is­tra­tive sup­port; and pub­lic affairs and mul­ti­me­dia sup­port. These con­tracts are in addi­tion to the exist­ing 1,675 con­tracts pre­vi­ous­ly award­ed under the Sea­Port Enhanced (SeaPort‑e) acqui­si­tion pro­gram for ser­vices pro­cure­ments. The gov­ern­ment esti­mates a max­i­mum of $5,300,000,000 of ser­vices will be pro­cured per year via orders issued under the SeaPort‑e mul­ti­ple award con­tracts. The awards have a four-year base peri­od with one five-year award term. These con­tracts were com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online Web site with 579 offers received and 556 con­tracts award­ed. Con­tract funds will be oblig­at­ed at the time of task order award and as such, mul­ti­ple fund­ing types (with vary­ing expi­ra­tion dates) may be used, con­sis­tent with the pur­pose for which the funds were appro­pri­at­ed. ISIS rolls-up exist­ing com­po­nents and near term capa­bil­i­ties, and pro­vides a robust archi­tec­ture for effi­cient­ly insert­ing future capa­bil­i­ties as they become avail­able, includ­ing items lever­aged from the SSN 774 (Vir­ginia) class pho­ton­ics pro­gram. Work will be per­formed in Man­as­sas, Va. (21 per­cent); Wake For­est, N.C. (20 per­cent); Fair­fax, Va. (16 per­cent); Water­ford, Conn. (14 per­cent); Northamp­ton, Mass. Tetra Tech Tesoro, Inc., Vir­ginia Beach, Va., is being award­ed a $12,162,112 firm-fixed-price con­tract for design and con­struc­tion of the steam plant area decen­tral­iza­tion at Naval Sta­tion Nor­folk. The work to be per­formed pro­vides for reduc­tion of ener­gy con­sump­tion while improv­ing infra­struc­ture. The project con­sists of ener­gy con­ser­va­tion mea­sures for light­ing, water, retro com­mis­sion­ing, infrared heat, mechan­i­cal retro­fits, and con­ver­sion of steam to nat­ur­al gas. Work will be per­formed in Nor­folk, Va., and is expect­ed to be com­plet­ed by August 2012. Funds for this project are pro­vid­ed by the Amer­i­can Recov­ery and Rein­vest­ment Act of 2009. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online Web site, with eight pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-10-C-3065).

Sci­ence Appli­ca­tions Inter­na­tion­al Corp., McLean, Va., is being award­ed a $9,513,837 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with firm-fixed-price and/or firm-fixed-price lev­el-of-effort task orders for infor­ma­tion tech­nol­o­gy ashore oper­a­tions sup­port ser­vices for the Navy’s Mil­i­tary Sealift Com­mand (MSC). This con­tract includes options which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $49,846,901. At this time, $300,000 has been oblig­at­ed. Work will be per­formed pri­mar­i­ly at MSC head­quar­ters in Wash­ing­ton, D.C., and oth­er sites in Nor­folk, Va., Pen­saco­la, Fla., and San Diego, Calif., as required. Work is expect­ed to be com­plet­ed by July 31, 2011. If all options are exer­cised, work could con­tin­ue until July 31, 2015. Uni­ver­sal Under­stand­ing, LLC, Jack­sonville, Fla., was award­ed a $7,059,740 con­tract mod­i­fi­ca­tion which will pro­vide tech­ni­cal sup­port of all Cis­co equip­ment installed with­in the Air Force’s cen­tral net­work. At this time, $7,059,740 has been oblig­at­ed. 20 CONS/LGCAA, Shaw Air Force Base, S.C., is the con­tract­ing activ­i­ty (FA-4803–08-C0016; P00004). 

Northrop Grum­man Sys­tems Corp., Inte­grat­ed Sys­tems West­ern Region, El Segun­do, Calif., was award­ed a $5,500,000 con­tract mod­i­fi­ca­tion for soft­ware devel­op­ment to test mar­itime sur­veil­lance and mar­itime imag­ing modes for the MP-RTIP radar. MISSILE DEFENSE AGENCY

Raytheon Tech­ni­cal Ser­vices Co., Burling­ton, Mass., is being award­ed a mod­i­fi­ca­tion for $6,954,177 under its cost-plus-fixed-fee, firm-fixed-price (FFP), and FFP-lev­el of effort con­tract num­ber HQ0006-08-C-0009. Under this mod­i­fi­ca­tion, Raytheon Tech­ni­cal Ser­vices will main­tain con­ti­nu­ity of oper­a­tions and avoid dis­rup­tion of crit­i­cal sup­port for the wide-body Air­borne Sen­sor Plat­form return to ser­vice. The place of per­for­mance is Lake Charles, La. This peri­od of per­for­mance is July 2010 to Jan­u­ary 2011. Research, devel­op­ment, test and eval­u­a­tion funds for fis­cal 2009 will be used to incre­men­tal­ly fund this effort in the amount of $1,112,000.
