US Military contracts for FY11

NAVY

Nav­is­tar Defense L.L.C., Lisle, Ill., is being award­ed a $133,714,728firm-fixed-priced deliv­ery order 0022 under a pre­vi­ous­ly award­ed con­tract (M67854-07-D-5032) for 514 field ser­vice rep­re­sen­ta­tives in sup­port of the Mine Resis­tant Ambush Pro­tect­ed vehi­cle pro­gram. Work will be per­formed in Afghanistan and Kuwait (94 per­cent) and the Unit­ed States (6 per­cent), and is expect­ed to be com­plet­ed Dec. 31, 2012. Fis­cal 2012 oper­a­tions and main­te­nance appro­pri­a­tion funds will expire at the end of the cur­rent fis­cal year. Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Alion Sci­ence and Tech­nol­o­gy, Burr Ridge, Ill, has been award­ed a $73,238,387 not-to-exceed let­ter con­tract (N00024-12-C-4401) for pro­fes­sion­al sup­port ser­vices in sup­port of sur­face war­fare fleet sup­port. This con­tract is a bridge con­tract intend­ed to con­tin­ue pro­fes­sion­al sup­port ser­vices in sup­port of sur­face war­fare fleet sup­port dur­ing the inter­im between the expi­ra­tion of cur­rent, com­pet­i­tive­ly award­ed, SEAPORT‑e con­tract, N00024-01-D-7013–0021, and the award of a fol­low-on, com­pet­i­tive­ly award­ed SEAPORT‑e con­tract. Work is expect­ed to be per­formed in Wash­ing­ton, D.C. (56 per­cent); Nor­folk, Va. (23 per­cent); San Diego, Calif. (6 per­cent); Pascagoula, Miss. (6 per­cent); Bath, Maine (3 per­cent); May­port, Fla. (2 per­cent); Japan (2 per­cent) and oth­er loca­tions less than 1 per­cent (2 per­cent) and is expect­ed to be com­plet­ed by Novem­ber 2012. Con­tract funds in the amount of $22,911,792 will be pro­vid­ed at time of award and will expire at the end of the cur­rent fis­cal year. The con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Sechan Elec­tron­ics, Inc.*, Lititz, Pa., is being award­ed a $64,207,078 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for sig­nal data proces­sor – Sier­ra (SDP‑S) pro­duc­tion units and engi­neer­ing sup­port ser­vices in sup­port of the Coop­er­a­tive Engage­ment Capa­bil­i­ties (CEC) pro­gram. The SDP‑S incor­po­rates the Sier­ra II cryp­to­graph­ic chip to meet cryp­to­graph­ic mod­ern­iza­tion require­ments and uses com­mer­cial-off-the-shelf com­po­nents to pro­vide an open archi­tec­ture CEC sys­tem. The SDP‑S pro­vides the core of the CEC sys­tem pro­vid­ing the pro­cess­ing capa­bil­i­ty for sen­sor track fusion. The SDP‑S assem­blies are used on CEC ship­board, air­borne and land mobile plat­forms to pro­vide a com­pos­ite net­work pic­ture. Con­cur­rent­ly, the com­pa­ny is being issued the ini­tial firm-fixed-price deliv­ery order in the amount $13,765,500 for 84 SDP‑S assem­blies. Work will be per­formed in Lititz, Pa., and is expect­ed to be com­plet­ed by Octo­ber 2016. This con­tract com­bines pur­chas­es for the Navy and mul­ti­ple part­ner coun­tries. Spe­cif­ic coun­tries will be iden­ti­fied on the indi­vid­ual deliv­ery orders. The first deliv­ery order involves for­eign mil­i­tary sales to Aus­tralia (6 per­cent). Con­tract funds will not expire at the end of the cur­rent fis­cal year. This require­ment was syn­op­sized on Fed­er­al Busi­ness Oppor­tu­ni­ties, with one offer received. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00024-12-D-5203).

Har­ris Corp., RF Com­mu­ni­ca­tions Divi­sion, Rochester, N.Y., is being award­ed a $46,800,000 con­tract mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, firm fixed-price con­tract (N00039-07-D-0001) for the pro­cure­ment of the Har­ris hand­held, man­pack, fixed mount, vehic­u­lar and/or base sta­tion con­fig­u­ra­tion of radio fam­i­lies, includ­ing the AN/PRC-117, AN/PRC-150 and AN/PRC-152, as well as relat­ed ancil­lary parts. This con­tract includes options which, if exer­cised, will bring the cumu­la­tive val­ue of the con­tract to an esti­mat­ed $212,600,000. Work will be per­formed in Rochester, N.Y. and is expect­ed to be com­plet­ed by Sept. 30, 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured because Har­ris Corp., RF Com­mu­ni­ca­tions Divi­sion, is the sole provider of the AN/PRC-117, AN/PRC-150 and AN/PRC-152 radio sys­tems. The Space and Naval War­fare Sys­tems Com­mand, San Diego, Calif. is the con­tract­ing activity. 

Gen­er­al Dynam­ics Advanced Infor­ma­tion Sys­tems, Inc., Pitts­field, Mass., is being award­ed a $22,967,346 cost-plus incen­tive fee con­tract mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-09-C-6206) to exer­cise options for fol­low-on to Phase III Small Busi­ness Inno­v­a­tive Research. Top­ics include: N93-078 (uti­liza­tion of high res­o­lu­tion col­or dis­plays), N98-072 (com­bat sys­tems soft­ware migra­tion to open sys­tems), N98-127 (next gen­er­a­tion com­bat sys­tem dis­play con­cepts), N99-133 (JAVA appli­ca­tions for Naval Com­bat Sys­tems) and N99-157 (devel­op­ment of low cost com­mer­cial-off-the-shelf tech­nol­o­gy for total ship mon­i­tor­ing). Work will be per­formed in Pitts­field, Mass., and is expect­ed to be com­plet­ed by Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sea Sys­tems Com­mand, Wash­ing­ton Navy Yard, D.C., is the con­tract­ing activity. 

Detyens Ship­yard, Inc., North Charleston, S.C., is being award­ed a $21,498,523 firm-fixed-price con­tract for the main­te­nance, repair and upgrade of Mil­i­tary Sealift Com­mand fast com­bat sup­port ship USNS Arc­tic. Work will con­sist of con­ver­sion upgrades as well as ship class- and cer­ti­fi­ca­tion-dri­ven main­te­nance and repair work, and will also include dry-dock­ing dur­ing an extend­ed avail­abil­i­ty. This con­tract includes options, which if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $27,882,970. Work will be per­formed in North Charleston, S.C., and is expect­ed to be com­plet­ed Sept. 10, 2012. Con­tract funds in the amount of $27,882,970 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via a solic­i­ta­tion post­ed to the Mil­i­tary Sealift Com­mand, Navy Elec­tron­ic Com­merce Online and Fed­er­al Busi­ness Oppor­tu­ni­ties web pages, with more than 50 pro­pos­als solicit­ed and three offers received. Mil­i­tary Sealift Com­mand, head­quar­tered in Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00033-12-C-7502).

BAE Sys­tems Land & Arma­ments, L.P., Ground Sys­tems Divi­sion, York, Pa., is being award­ed a $20,406,700 firm-fixed-priced mod­i­fi­ca­tion to pre­vi­ous­ly award­ed deliv­ery order 0011 under con­tract (M67854-07-D-5025) for out­side con­ti­nen­tal Unit­ed States field ser­vice rep­re­sen­ta­tives, auto­mat­ed fire sup­pres­sion sys­tem upgrade, and armor to pro­tect exte­ri­or fuel lines. Work will be per­formed in York, Pa., and is expect­ed to be com­plet­ed by Dec. 31, 2012. Pro­cure­ment funds in the amount of $11,833,066 will expire at the end of the cur­rent fis­cal year. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Cana­di­an Com­mer­cial Corp., Gen­er­al Dynam­ics Land Sys­tems – Cana­da, Ontario, Cana­da, is being award­ed an $18,988,921 firm-fixed-priced mod­i­fi­ca­tion under pre­vi­ous­ly award­ed con­tract (M67854-07-D-5028) is sup­port of the Mine Resis­tant Ambush Pro­tect­ed (MRAP) vehi­cle pro­gram and includes costs for labor and mate­r­i­al required to inven­to­ry, pack­age and ship 425 Block Upgrade 3 (BU3) kits. Each BU3 kit includes 55 indi­vid­ual engi­neer­ing change pro­pos­al kits that will be installed on the RG31 MRAP vehi­cle plat­form. Work will be per­formed in Johan­nes­burg, South Africa, and is expect­ed to be com­plet­ed no lat­er than Nov. 30, 2012. Con­tract funds will expire at the end of the cur­rent fis­cal year. Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

The Boe­ing Co., St. Louis, Mo., is being award­ed $11,547,583 for deliv­ery order 0001 under a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00383-11-G-001H) for 2012 Avion­ics Repair Facil­i­ty sup­port, which pro­vides for repair of var­i­ous F/A‑18 com­po­nents. This effort includes the gov­ern­ments of Spain, Kuwait, and Malaysia (less than 1 per­cent of the total val­ue) under the For­eign Mil­i­tary Sales Pro­gram. Work will be per­formed in Cecil Field, Fla., (49 per­cent); Lemoore, Calif. (48 per­cent); and Philadel­phia, Pa. (3 per­cent), and is expect­ed to be com­plet­ed by Dec. 31, 2012. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Micro­elec­tron­ics Advanced Research Corp., Durham, NC, is being award­ed a $12,705,721 oth­er trans­ac­tion mod­i­fi­ca­tion (HR0011-10–3‑0002). This work is for the Focus Cen­ter Research Pro­gram (FCRP), phase five/year two.
