NAVY

     Raytheon Net­work Cen­tric Sys­tems, St. Peters­burg, Fla., is being award­ed a $67,407,373 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-08-C-5202) for design agent and engi­neer­ing sup­port ser­vices in sup­port of the Coop­er­a­tive Engage­ment Capa­bil­i­ties (CEC) Pro­gram. CEC is a sen­sor net­ting sys­tem that sig­nif­i­cant­ly improves bat­tle force anti-air war­fare capa­bil­i­ty by extract­ing and dis­trib­ut­ing sen­sor-derived infor­ma­tion such that the super­set of this data is avail­able to all par­tic­i­pat­ing CEC units. CEC improves bat­tle force effec­tive­ness by improv­ing over­all sit­u­a­tion­al aware­ness and by enabling longer range, coop­er­a­tive, mul­ti­ple, or lay­ered engage­ment strate­gies. Work will be per­formed in St. Peters­burg, Fla. (90 per­cent), and Largo, Fla. (10 per­cent), and is expect­ed to be com­plet­ed by Sep­tem­ber 2012. This con­tract action com­bines pur­chas­es for the U.S. Navy (50 per­cent), and the gov­ern­ment of Aus­tralia (4 per­cent) under the For­eign Mil­i­tary Sales Pro­gram. Con­tract funds in the amount of $8,438,928 will expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

     DRS C3 & Avi­a­tion Co., Hern­don, Va., is being award­ed a $48,459,005 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price con­tract (N00019-11-C-0011) to exer­cise an option for logis­tics ser­vices in sup­port of E‑6B air­craft, to include man­age­ment of gov­ern­ment-owned inven­to­ry and mate­r­i­al sup­port of air­craft. In addi­tion, this option pro­vides for resid­ual spares from oth­er 707 deriv­a­tive pro­grams, includ­ing VC-137, C‑18. Work will be per­formed at Tin­ker Air Force Base, Okla. (70 per­cent); Naval Air Sta­tion, Patux­ent Riv­er, Md. (10 per­cent); Travis Air Force Base, Calif. (10 per­cent); and Offutt Air Force Base, Neb. (10 per­cent). Work is expect­ed to be com­plet­ed by Novem­ber 2012. Con­tract funds in the amount of $ 6,686,529 will expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

     Rock­well Collins, Inc., Cedar Rapids, Iowa, is being award­ed a $45,374,000 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed firm-fixed-price, cost-plus-fixed-fee con­tract (N00019-10-C-0067) to exer­cise an option for labor, facil­i­ties, equip­ment, and mate­r­i­al required to devel­op and pro­duce A‑kits and B‑kits for the Block I mod­i­fi­ca­tion of three low rate ini­tial pro­duc­tion E‑6B air­craft. In addi­tion, this mod­i­fi­ca­tion pro­vides for asso­ci­at­ed train­ing and sup­port sys­tems to achieve ini­tial oper­a­tional capa­bil­i­ty. Work will be per­formed in Okla­homa City, Okla. (50 per­cent); Richard­son, Texas (40 per­cent); and Patux­ent Riv­er, Md. (10 per­cent). Work is expect­ed to be com­plet­ed by Decem­ber 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

     L‑3 Ser­vices, Inc., Nor­folk, Va. (N50054-12-D-1205), and Del­phi­nus Engi­neer­ing Inc., Nor­folk, Va. (N50054-12-D-1206), are each being award­ed a $20,292,297 time-and-mate­r­i­al, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award con­tract for pro­duc­tion sup­port and main­te­nance onboard Navy ves­sels or oth­er mil­i­tary-type ves­sels, includ­ing sub­marines. Spe­cif­ic tech­ni­cal require­ments include: pro­vid­ing qual­i­fied tech­ni­cians and trades­man to per­form onboard repairs and refur­bish­ment; pro­vid­ing teams of qual­i­fied jour­ney­men lev­el mechan­ics and tech­ni­cians to accom­plish repairs onboard ves­sels for planned or emer­gency work; and pro­vid­ing sub­con­tract­ing capa­bil­i­ties, admin­is­tra­tion, and man­age­ment to accom­plish repairs. The major­i­ty of work will be accom­plished pri­mar­i­ly in Nor­folk Naval Ship­yard, but may be accom­plished with­in a 75-mile radius of Nor­folk Naval Ship­yard, Portsmouth, Va. The con­tract is being award­ed for the base year, with the poten­tial for two option years. Work will be per­formed in Nor­folk, Va., and is expect­ed to be com­plet­ed by Novem­ber 2012. Each con­trac­tor will receive a min­i­mum guar­an­tee of $75,167 at time of award. Con­tract funds in the amount of $150,334 will expire at the end of the fis­cal year. This mul­ti­ple award con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online, with eight offers received. The Nor­folk Ship Sup­port Activ­i­ty, Nor­folk, Va., is the con­tract­ing activity. 

     Elec­tric Boat Corp., Gro­ton, Conn., is being award­ed an $18,906,366 fixed-price incen­tive fee mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed unde­fin­i­tized con­tract action (N00024-03-C-2101) for war­ran­ty work on USS New Hamp­shire (SSN 778). The work was per­formed in Gro­ton, Conn. (99 per­cent), and Quon­set Point, R.I. (1 per­cent), and is expect­ed to be com­plet­ed by June 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Super­vi­sor of Ship­build­ing Con­ver­sion and Repair, Gro­ton, Conn., is the con­tract­ing activity. 

     SEDNA Dig­i­tal Solu­tions, L.L.C., Man­as­sas, Va., is being award­ed a $13,342,090 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-08-C-6203) for pro­fes­sion­al sup­port ser­vices to Team Sub­ma­rine in sup­port of engi­neer­ing ser­vices and sup­port for the devel­op­ment, inte­gra­tion, test, demon­stra­tion and cer­ti­fi­ca­tion of a high fideli­ty front end sim­u­la­tion for com­mon pro­cess­ing sys­tems, pro­vid­ing improved tech­nol­o­gy for Navy High Fideli­ty Sen­sor Lev­el Stim­u­la­tion and Com­mon Pro­cess­ing Sys­tem in sup­port of USS Vir­ginia class sub­marines and oth­er submarine/surface ship sys­tems. These ser­vices will pro­vide for the con­tin­ued engi­neer­ing, fab­ri­ca­tion, test, instal­la­tion, and train­ing ser­vices for the analy­sis, design and, pro­to­typ­ing of com­po­nents relat­ed to open archi­tec­ture con­cepts for an improved capa­bil­i­ty for both lega­cy and future vari­ants of Navy acoustic sys­tems. This effort includes explor­ing new approach­es to high fideli­ty stim­u­la­tion for test­ing sen­sor inter­faces and pro­cess­ing, as well as devel­op­ing new or aug­ment­ing exist­ing capa­bil­i­ties as required to meet the acoustic pro­cess­ing needs for the Navy’s sub­ma­rine sonar sys­tems. Tech­nol­o­gy inser­tions and advanced pro­cess­ing builds are bi-annu­al updates to the exist­ing sonar con­fig­u­ra­tions installed on US Navy Sub­marines. Work will be per­formed in Man­as­sas, Va., and is expect­ed to be com­plet­ed by June 2013. Funds in the amount of $1,200,000 will be pro­vid­ed at time of con­tract award. Con­tract funds in the amount of $1,200,000 will expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton Navy Yard, D.C., is the con­tract­ing activity. 

     Smiths Detec­tion, Inc., Edge­wood, Md., is being award­ed a $9,356,571 firm-fixed-price, cost-plus-fixed-fee con­tract for pro­duc­tion of three Mete­o­ro­log­i­cal Mobile Facil­i­ty (Replace­ment) Next Gen­er­a­tion (METMF[R] NEXGEN) sys­tems; one METMF® NEXGEN train­ing sys­tem; and asso­ci­at­ed engi­neer­ing ser­vices and tech­ni­cal data. The METMF® NEXGEN sys­tem is a mobile mete­o­ro­log­i­cal and oceano­graph­ic weath­er infor­ma­tion sys­tem that enables Marine Corps per­son­nel to gen­er­ate, col­lect, and cor­re­late weath­er data to pro­vide the best envi­ron­men­tal pic­ture in sup­port of ongo­ing and future mil­i­tary oper­a­tions. This con­tract includes options, which if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to an esti­mat­ed $12,708,242. Work will be per­formed in Edge­wood, Md. (90 per­cent), and Dal­las­town, Pa. (10 per­cent), and is expect­ed to be com­plet­ed by Jan­u­ary 2013. With all options exer­cised, work could con­tin­ue until Sep­tem­ber 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Space and Naval War­fare Sys­tems Com­mand, San Diego, Calif., is the con­tract­ing activ­i­ty (N00039-12-C-0089).

     The Boe­ing Co., St. Louis, Mo., is being award­ed an $9,201,764 firm-fixed-price mod­i­fi­ca­tion to a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-11-G-0001) to exer­cise an option to pro­vide inte­grat­ed logis­tics and engi­neer­ing ser­vices sup­port for the Har­poon and Stand­off Land Attack Mis­sile Expand­ed Response Mis­sile Sys­tem and Har­poon Launch Sys­tems for the U.S. Navy and the gov­ern­ments of var­i­ous for­eign mil­i­tary sales cus­tomers. Work will be per­formed in St. Charles, Mo. (91.17 per­cent); St. Louis, Mo. (5.43 per­cent); York­town, Va. (2.64 per­cent); Point Mugu, Calif. (0.71 per­cent); and Okla­homa City, Ok. (0.05 per­cent), and is expect­ed to be com­plet­ed by Novem­ber 2013. Con­tract funds in the amount of $3,296,312 will expire at the end of the cur­rent fis­cal year. This mod­i­fi­ca­tion com­bines pur­chas­es for the U.S. Navy (35.82 per­cent); and, under the For­eign Mil­i­tary Sales Pro­gram, the gov­ern­ments of Korea (8.22 per­cent), Turkey (6.94 per­cent), Tai­wan (5.06 per­cent), Japan (4.72 per­cent), Egypt (4.62 per­cent), Greece (3.88 per­cent), Unit­ed King­dom (3.63 per­cent), Pak­istan (3.07 per­cent), Aus­tralia (2.97 per­cent), Chile (2.76 per­cent), Cana­da (2.24 per­cent), Sau­di Ara­bia (2.34 per­cent), Israel (2.04 per­cent), Sin­ga­pore (2.03 per­cent), Thai­land (1.45 per­cent), Bahrain (1.24 per­cent), Unit­ed Arab Emi­rates (1.10 per­cent), Ger­many (1.09 per­cent), Nether­lands (1.09 per­cent), Por­tu­gal (0.82 per­cent), Kuwait (0.81 per­cent), Malaysia (0.76 per­cent), Oman (.74 per­cent), and Den­mark (.55 per­cent). The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity.
