USAUS Military contracts for FY11

U.S. TRANSPORTATION COMMAND
            Fed­er­al Express, El Segun­do, Calif., has received an indef­i­nite-deliv­ery/re­quire­ments, fixed-price with eco­nom­ic price adjust­ment con­tract award.  This con­tract has an over­all four-year esti­mat­ed con­tract val­ue of $182,508,228.  The con­tract is for cold-chain pack­ing and logis­tics and inter­na­tion­al air trans­porta­tion for pri­mar­i­ly fresh fruits and veg­eta­bles from the Unit­ed States West Coast to var­i­ous Pacif­ic loca­tions in sup­port of the Defense Com­mis­sary Agency and Defense Logis­tics Agency.  The scope of work requires the con­trac­tor to pro­vide the ini­tial receiv­ing and over­pack­ing of gov­ern­ment-pro­cured sub­sis­tence, nec­es­sary cold-chain main­te­nance, time-def­i­nite door deliv­ery, trans­porta­tion, time­ly and accu­rate intran­sit vis­i­bil­i­ty, Gov­ern­ment Third Par­ty Pay­ment Sys­tem par­tic­i­pa­tion, and cus­toms and agri­cul­tur­al clear­ance pro­cess­ing.  Work will be per­formed on the Unit­ed States West Coast and inter­na­tion­al­ly.  The per­for­mance peri­od for the base year is Oct. 1, 2011 to Sept. 30, 2012, with three one-year option peri­ods from Oct. 1, 2012 to Sept. 30, 2015.  Con­tract funds will expire at the end of fis­cal 2012.  Five pro­pos­als were received.  The U.S. Trans­porta­tion Com­mand, Direc­torate of Acqui­si­tion, Scott Air Force Base, Ill., is the con­tract­ing activ­i­ty (HTC711-11-D-C050)
NAVY
            Team Logis­tics, Fair­fax, Va., is being award­ed a $98,870,533 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for logis­tics and tech­ni­cal ser­vices in sup­port of the Indus­tri­al and Logis­tics Main­te­nance Planning/Sustainment Depart­ment.  Ser­vices to be pro­vid­ed include plan­ning, analy­sis, devel­op­ment, train­ing, sup­port equip­ment man­age­ment, facil­i­ties and exe­cu­tion.  Work will be per­formed in Patux­ent Riv­er, Md., and is expect­ed to be com­plet­ed in August 2016.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  This con­tract was com­pet­i­tive­ly pro­cured via an elec­tron­ic request for pro­pos­als; two offers were received.  The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00421-11-D-0040).
            BAE Sys­tems Land & Arma­ments, L.P., Arma­ment Sys­tems Divi­sion, Louisville, Ky., is being award­ed a $27,462,947 cost-plus-fixed-fee deliv­ery order under basic order­ing agree­ment (N00024-07-G-5438) for the pro­cure­ment of mate­r­i­al and labor required to over­haul and upgrade three MK 45 gun mounts.  This deliv­ery order is to dis­as­sem­ble, repair, over­haul, man­u­fac­ture, con­vert, upgrade, test, and pack­age a quan­ti­ty of three MK 45 Mod 4 gun mounts.  These gun mounts will be upgrad­ed to the MK 45 Mod 4 Deploy­able “E” con­fig­u­ra­tion.  Work will be per­formed in Louisville, Ky. (80 per­cent), and Fri­d­ley, Minn. (20 per­cent), and is expect­ed to com­plete Jan­u­ary 2014.  Con­tract funds will not expire at the end of the cur­rent fis­cal year.  The Naval Sur­face War­fare Cen­ter, Indi­an Head Divi­sion, Indi­an Head, Md., is the con­tract­ing activ­i­ty.
            Raytheon Co., Gole­ta, Calif., is award­ed a $26,600,000 ceil­ing price, per­for­mance-based logis­tics con­tract for eight weapons replace­able assem­blies.  The first deliv­ery order will be released con­cur­rent­ly with the award in the ceil­ing priced amount of $13,274,500 for sup­ply sup­port for the AN/ALR-67(V) 3 for the F/A‑18 A/B/E/F air­craft.  Work will be per­formed in Gole­ta, Calif. (45 per­cent); For­est, Miss. (25 per­cent); Jack­sonville, Fla. (20 per­cent); Tuc­son, Ariz. (5 per­cent); and El Segun­do, Calif. (5 per­cent).  Work is expect­ed to be com­plet­ed July 31, 2012.  Raytheon was solicit­ed for this sole-source require­ment and one offer was received in response to the solic­i­ta­tion.  The NAVSUP Weapon Sys­tems Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (N00383-11-D-001D).
            BAE Sys­tems-Elec­tron­ic Solu­tions, Nashua, N.H., is award­ed a $12,723,865 firm-fixed-price con­tract to man­u­fac­ture JSF-CI‑3 coun­ter­mea­sure equip­ment used for the Joint Strike Fight­er Pro­gram.  JSF-CI‑3 is a com­po­nent of AN/ASQ-239 Elec­tron­ic War­fare Sys­tem.  This con­tract con­tains an option, which, if exer­cised, will bring the total con­tract val­ue to $20,915,685.  Work will be per­formed in Nashua, N.H., and is expect­ed to be com­plet­ed by July 2013.  The applic­a­ble fund­ing is pro­cure­ment of ammu­ni­tion Navy and Marine Corps, and will not expire before the end of the cur­rent fis­cal year.  One com­pa­ny was solicit­ed for this non-com­pet­i­tive require­ment and one offer was received in response to the solic­i­ta­tion.  The NAVSUP Weapon Sys­tems Sup­port, Mechan­ics­burg, Pa., is the con­tract­ing activ­i­ty (N00104-11-C-K085).
            Lock­heed Mar­tin Mar­itime Sys­tems and Sen­sors, Bal­ti­more, Md., is being award­ed a $6,937,113 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-10-C-5347) for elec­tri­cal design agent ser­vices for the MK 41 Ver­ti­cal Launch­ing Sys­tem (VLS).  The MK 41 VLS pro­vides a mis­sile launch­ing sys­tem for CG 47 and DDG 51 class, as well as sur­face com­bat­ants of allied navies.  Effort under this con­tract includes design agent ser­vices to sup­port the MK 41 VLS pro­gram and the Life Cycle Sup­port Facil­i­ty through efforts such as the inte­gra­tion of new mis­siles into VLS, inte­gra­tion of VLS into new ships, tech­ni­cal refresh, sys­tems engi­neer­ing, com­put­er pro­gram engi­neer­ing, and fail­ure analy­ses.  Work will be per­formed in Bal­ti­more, Md. (92 per­cent), and Ven­tu­ra, Calif. (8 per­cent), and is expect­ed to be com­plet­ed by Decem­ber 2012.  Con­tract funds in the amount of $647,880 will expire at the end of the cur­rent fis­cal year.  The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty.
AIR FORCE
            Northrop Grum­man Sys­tems Corp., Inte­grat­ed Sys­tems Air Com­bat Sys­tems, San Diego, Calif., is being award­ed a $26,178,369 cost-plus-fixed-fee con­tract mod­i­fi­ca­tion for Sand Drag­on B.  This effort is to devel­op and deploy an inno­v­a­tive air­borne counter-IED capa­bil­i­ty unmanned aer­i­al sys­tem.  Work will be per­formed in San Diego, Calif.  The Air Force Research Lab­o­ra­to­ry, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8650-11-C-7147).
            Booz Allen Hamil­ton, Inc., Hern­don, Va., is being award­ed a $9,998,308 cost-plus-fixed-fee con­tract for report, doc­u­ments and plans to address strate­gic, plan­ning and oper­a­tional require­ments.  In the per­for­mance of this task, the Survivability/Vulnerability Infor­ma­tion Analy­sis Cen­ter (SURVIAC) shall pro­vide research, data col­lec­tion, and tech­ni­cal analy­sis to assess U.S. South­ern Command’s strate­gic plan­ning process, design met­rics to mea­sure the­ater secu­ri­ty objec­tives, and per­form analy­ses to assess com­mand per­for­mance against defined met­rics.  The loca­tion of per­for­mance is McLean, Va.  The Enter­prise Sourc­ing Group, Offutt Air Force Base, Neb., is the con­tract­ing activ­i­ty (SP0700-03-D-1380, Deliv­ery Order 0423).
            Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., Poway, Calif., is being award­ed a $9,559,973 cost-plus-incen­tive fee, firm-fixed-price con­tract for MQ‑1 air­craft block upgrades.  Work will be per­formed in Poway, Calif.  The Aero­nau­ti­cal Sys­tems Cen­ter, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA-862010-G-3038–0062).
            Northrop Grum­man Sys­tems Corp., Net­work Com­mu­ni­ca­tions Sys­tems, San Diego, Calif., is being award­ed an $8,800,000 fixed-price-incen­tive-firm, firm-fixed-price, cost-plus-fixed-fee, cost reim­burse­ment con­tract to devel­op a deploy­able instru­ment land­ing sys­tem that can pro­vide pre­ci­sion guid­ance to avi­a­tion assets in mul­ti­ple geo­graph­i­cal­ly-sep­a­rat­ed and envi­ron­men­tal­ly-diverse regions.  Work will be per­formed at San Diego, Calif.  Head­quar­ters Elec­tron­ic Sys­tems Cen­ter, Direc­torate of Con­tract­ing, Hanscom Air Force Base, Mass., is the con­tract­ing activ­i­ty (FA8730-11-C-0011).
            Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., Poway, Calif., is being award­ed an $8,685,940 cost-plus-incen­tive-fee, firm-fixed-price con­tract for MQ‑1 spares and retro­fit kits.  Work will be per­formed in Poway, Calif.  The Aero­nau­ti­cal Sys­tems Cen­ter, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA-862005-G-3028–0057).

            Pro-Mark Ser­vices, Inc., West Far­go, N.D. (W901UZ-11-D-0008); Mon­u­ment Con­struc­tion Corp., Grand Forks, N.D. (W901UZ-11-D-0007); JP Struc­tures, Menah­ga, Minn. (W901UZ-11-D-0006); LS Black Con­struc­tors, Inc., St. Paul, Minn. (W901UZ-11-D-0005); Gast Con­struc­tion, Inc., Far­go, N.D. (W901UZ-11-D-0004); CS DuBois Con­struc­tion, Inc., West Far­go, N.D. (W901UZ-11-D-0003); Smith­co, Inc., Far­go, N.D. (W901UZ-11-D-0002); and TF Pow­ers Con­struc­tion, Inc., Far­go, N.D. (W901UZ-11-D-0001); were award­ed a $20,000,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple-award-task-order con­tract.  The award will pro­vide for the sus­tain­ment, repair, main­te­nance and con­struc­tion ser­vices to the North Dako­ta Nation­al Guard.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Aug. 7, 2016.  The bid was solicit­ed through the Inter­net, with 13 bids received.  The Nation­al Guard Bureau, Bis­mar­ck, N.D., is the con­tract­ing activ­i­ty.
            Great Lakes Dredge & Dock Co., Oak Brook, Ill., was award­ed a $20,000,000 firm-fixed-price indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract.  The award will pro­vide for the dredg­ing ser­vices in Alaba­ma.  Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of Oct. 4, 2012.  The bid was solicit­ed through the Inter­net, with an esti­mat­ed com­ple­tion date of Oct. 4, 2012.  The U.S. Army Corps of Engi­neers, Mobile, Ala., is the con­tract­ing activ­i­ty (W91278-11-D-0081).
            Symet­rics Indus­tries, Mel­bourne, Fla., was award­ed a $14,661,878 firm-fixed-price con­tract.  The award will pro­vide for the pro­cure­ment of 319 improved data modems.  Work will be per­formed in Mel­bourne, Fla., with an esti­mat­ed com­ple­tion date of June 30, 2013.  One bid was solicit­ed, with one bid received.  The U.S. Army Con­tract­ing Com­mand, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W15P7T-11-C-H466).

                   Paci­ficTech-Sauer, J.V., Jack­sonville, Fla., was award­ed a $9,674,000 firm-fixed-price con­tract.  The award will pro­vide for the con­struc­tion of an oper­a­tional com­mu­ni­ca­tions facil­i­ty to be used as the Joint Com­mu­ni­ca­tion Unit Head­quar­ters and Infor­ma­tion Oper­a­tions Facil­i­ty at Fort Bragg, N.C.  Work will be per­formed in Fort Bragg, N.C., with an esti­mat­ed com­ple­tion date of March 10, 2013.  The bid was solicit­ed through the Inter­net, with 11 bids received.  The U.S. Army Corps of Engi­neers, Savan­nah, Ga., is the con­tract­ing activ­i­ty (W912HN-11-C-0009).
