The award will pro­vide for the var­i­ous con­struc­tion and dredg­ing projects with the bound­aries of the South Atlantic Divi­sion. Work loca­tion will be deter­mined with each task order, with an esti­mat­ed com­ple­tion date of June 6, 2012. Thir­ty-five bids were solicit­ed, with 17 bids received. Etcon, Inc., DBA JHL Con­struc­tion, Gatesville, Texas, was award­ed on June 7 a $32,518,777 firm-fixed-price con­tract. The award will pro­vide for open end paving ser­vices. Work will be per­formed in Fort Hood, Texas, with an esti­mat­ed com­ple­tion date of June 7, 2013. The bid was solicit­ed through the Inter­net, with eight bids received. Mason & Hang­er, Over­land Park, Kan., was award­ed on June 6 a $14,189,941 firm-fixed-price con­tract. The award will pro­vide for the design and build of a con­trol tow­er and base oper­a­tions facil­i­ty at Minot Air Force Base, N.D. Work will be per­formed in Minot Air Force Base, N.D., with an esti­mat­ed com­ple­tion date of May 20, 2013. The bid was solicit­ed through the Inter­net, with ten bids received. The award will pro­vide for the mod­i­fi­ca­tion of an exist­ing con­tract to con­firm Puma unmanned air­craft sys­tems train­ing and con­trac­tor logis­tics sup­port. Work will be per­formed in Simi Val­ley, Calif., and Kan­da­har, Afghanistan, with an esti­mat­ed com­ple­tion date of Oct. 14, 2011. One bid was solicit­ed, with one bid received. The award will pro­vide for the pro­cure­ment of the Pal­adin Inte­grat­ed Man­age­ment Sys­tem sup­port pack­age. Lock­heed Mar­tin Corp., Lock­heed Mar­tin Aero­nau­tics Co., Fort Worth, Texas, was award­ed on June 8 a $107,582,787 mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed fixed-price-incen­tive-firm con­tract (N00019-09-C-0010) for the pro­cure­ment of one Low Rate Ini­tial Pro­duc­tion IV con­ven­tion­al take off and land­ing F‑35 air­craft for the gov­ern­ment of the Nether­lands, includ­ing ancil­lary mis­sion equipment/pilot fight­er equip­ment items. Bat­telle Memo­r­i­al Insti­tute, Colum­bus, Ohio, was award­ed on June 8 a max­i­mum amount $75,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for per­for­mance-based envi­ron­men­tal ser­vices and tech­nolo­gies sup­port for Navy, Marine Corps, and fed­er­al gov­ern­ment pro­grams at var­i­ous loca­tions world­wide. Task order 0001 is being award­ed at $97,021 for the Muni­tions Response Pro­gram Tech­nol­o­gy Tool at the Naval Facil­i­ties Engi­neer­ing Ser­vice Cen­ter, Port Huen­eme, Calif. The work to be per­formed pro­vides for obtain­ing var­i­ous engi­neer­ing and inci­den­tal ser­vices for envi­ron­men­tal pro­gram devel­op­ment and imple­men­ta­tion. All work on this con­tract will be per­formed world­wide, and is expect­ed to be com­plet­ed by June 2016. Con­tract funds in the amount of $97,021 will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with two pro­pos­als received. Dck/TtEC, LLC, Hon­olu­lu, Hawaii, is being award­ed a $73,936,000 firm-fixed-price plus award fee task order FZN1 under a pre­vi­ous­ly award­ed glob­al mul­ti­ple award con­struc­tion con­tract (N62742-09-D-1172) for con­struc­tion of air­craft main­te­nance hangars at Marine Corps Air Sta­tion Yuma. The pro­posed new con­struc­tion will con­sist of new air­craft main­te­nance hangars, air­craft taxi­way and park­ing apron and the nec­es­sary com­po­nents to the hangars to make them Joint Strike Fight­er com­pli­ant. The task order also con­tains planned mod­i­fi­ca­tions, which if issued would increase the cumu­la­tive task order val­ue to $73,980,326. Work will be per­formed in Yuma, Ariz., and is expect­ed to be com­plet­ed by Sept. 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Three pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

Raytheon Tech­ni­cal Ser­vices, Nor­folk, Va., was award­ed on June 8 a $51,586,233 fixed-price per­for­mance-based logis­tics con­tract for sup­port of the AN/USC-38 extreme­ly high fre­quen­cy satel­lite com­mu­ni­ca­tions pro­gram. Work will be per­formed in Nor­folk, Va. (50 per­cent), and Chu­la Vista, Calif. (50 per­cent), and is expect­ed to be com­plet­ed by June 2016. Con­tract funds will not expire before the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Inven­to­ry Con­trol Point, Mechan­ics­burg, Pa., is the con­tract­ing activ­i­ty (N00104-11-D-ZD42).

Lock­heed Mar­tin Corp., Syra­cuse, N.Y., is being award­ed a $37,610,209 fixed-price-require­ments con­tract for repair for items to sup­port the APS 145 radar sys­tem for the E‑2C air­craft. Work will be per­formed in Syra­cuse, N.Y. Work is expect­ed to be com­plet­ed by June 2016. Con­tract funds will not expire before the end of the fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Inven­to­ry Con­trol Point, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (N00383-11-D-006N).

Gen­er­al Dynam­ics-NASS­CO, San Diego, Calif., was award­ed on June 8 an $18,092,326 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-07-C-4013) for the USS Peleliu (LHA 5) fis­cal 2011 phased main­te­nance avail­abil­i­ties (PMA). A PMA includes the plan­ning and exe­cu­tion of depot-lev­el main­te­nance, alter­ations, and mod­i­fi­ca­tions that will update and improve the ship’s mil­i­tary and tech­ni­cal capa­bil­i­ties. Work will be per­formed in San Diego, Calif., and is expect­ed to be com­plet­ed by Octo­ber 2011. Con­tract funds in the amount of $18,092,326 will expire at the end of the cur­rent fis­cal year. The South­west Region­al Main­te­nance Cen­ter, San Diego, Calif., is the con­tract­ing activity. 

Metro Machine Corp., Nor­folk, Va., was award­ed on June 8 a $17,289,788 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-10-C-4401) to exer­cise option for repairs and alter­ations for the USS Carter Hall (LSD 50) non dry-dock­ing fis­cal 2011 Chief of Naval Oper­a­tions (CNO) avail­abil­i­ty. The CNO avail­abil­i­ty con­sist of var­i­ous repairs and alter­ations such as engine replacement/repair, vent fan and lou­vers repairs, lag­ging and insu­la­tion, bal­last tank repair/preserve, flight deck non-skid and aux­il­iary boil­er front loaded repairs. Work will be per­formed in Nor­folk, Va., and is expect­ed to be com­plet­ed by Novem­ber 2011. Con­tract funds in the amount of $17,289,788 will expire at the end of the cur­rent fis­cal year. Choctaw Man­u­fac­tur­ing Defense Con­trac­tor, Antlers, Okla., is being award­ed a $14,336,196 firm-fixed-price deliv­ery order #0005 under pre­vi­ous­ly award­ed con­tract (M67854-09-D-5024) for the pro­cure­ment of 288 pro­duc­tion chas­sis for the Medi­um Tac­ti­cal Vehi­cle Replace­ment (MTVR) trail­er in sup­port of the pro­gram man­ag­er, Motor Trans­porta­tion. These trail­ers replace the M105, M149 and M353 trail­ers and will aug­ment the pay­load and com­ple­ment the capa­bil­i­ty of the MTVR series of tac­ti­cal vehi­cles. FLIR Sys­tems, North Bil­ler­i­ca, Mass., was award­ed on June 8 an $11,496,910 firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for RECON III, Hand-Held Long-Range Ther­mal Imag­ing Sen­sor Sys­tems, spares, repairs, ship­ping cas­es, and upgrades. The Hand-Held Long-Range Ther­mal Imag­ing Sen­sor Sys­tems are to pro­vide sup­port for the Ground-Based Oper­a­tional Sur­veil­lance Sys­tem. The mis­sion of this sys­tem includes intel­li­gence, sur­veil­lance, recon­nais­sance and assess­ment of threats. It also pro­vides sit­u­a­tion­al aware­ness of close prox­im­i­ty and trav­elled routes of per­son­nel while con­duct­ing mis­sions. Work will be per­formed in North Bil­ler­i­ca, Mass., and is expect­ed to be com­plet­ed by June 2016. Con­tract funds in the amount of $3,551 will expire at the end of the cur­rent fis­cal year. This con­tract was a sole-source pro­cure­ment and solicit­ed via Navy Elec­tron­ic Com­merce Online. Head, Inc./Ballew, JV*, Colum­bus, Ohio, was award­ed on June 8 a $10,644,155 firm-fixed-price con­tract for repairs of the air­field storm drainage col­lec­tion sys­tem and run­ways at Naval Air Sta­tion Kingsville. The con­tract also con­tains one unex­er­cised option which, if exer­cised, would increase cumu­la­tive con­tract val­ue to $12,112,386. Work will be per­formed in Kingsville, Texas, and is expect­ed to be com­plet­ed by June 2012. Con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site with two pro­pos­als received. North Star Sci­en­tif­ic Corp.*, Kapolei, Hawaii, was award­ed on June 8 a $10,487,213 firm-fixed-price deliv­ery order against a pre­vi­ous­ly issued basic order­ing agree­ment (N00019-10-G-0008). This order is for the pro­duc­tion of 83 AN-APS-145 Radar Trig­ger Pulse Ampli­fi­er Redesign (TPAR) WRA-31 units; 74 spares, and tech­ni­cal data items for the E‑2C air­craft; and 1 mod­i­fied TPAR unit for the E‑2C air­craft sim­u­lat­ed main­te­nance train­er. Work will be per­formed in Kapolei, Hawaii, and is expect­ed to be com­plet­ed in Decem­ber 2013. Con­tract funds in the amount of $5,043,626 will expire at the end of the cur­rent fis­cal year. BAE Sys­tems, Arling­ton, Va., is being award­ed an $11,376,398 cost-plus-fixed-fee con­tract to devel­op air­borne pro­cess­ing and sen­sor sys­tem hard­ware and soft­ware, includ­ing stor­age for real-time on-board detec­tion and track­ing of large num­bers — 20,000-plus — of dis­mounts and vehi­cles over a wide area. It will inte­grate the track­er with the Wide Area Motion Imag­ing (WAMI) sen­sor as well as com­mu­ni­ca­tions links to the ground sta­tion and will devel­op stor­age, chip­ping, dis­sem­i­na­tion, and pro­cess­ing con­trol. Ground pro­cess­ing soft­ware will also be devel­oped to sup­port exploita­tion of WAMI down­link video and ancil­lary data. DEFENSE LOGISTICS AGENCY

Miche­lin North Amer­i­ca, Inc., Greenville, S.C., was award­ed a fixed-price with eco­nom­ic price adjust­ment con­tract with a max­i­mum $12,830,014 for retread­able air­craft tires. Oth­er loca­tion of per­for­mance is Nor­wood, N.C. Using ser­vices are Army and Air Force. The date of per­for­mance com­ple­tion is Sept. 13, 2013.
