USA — US Military contracts for FY11

MISSILE DEFENSE AGENCY

Raytheon Mis­sile Sys­tems Co., Tuc­son, Ariz., is being award­ed a cost-plus-award-fee mod­i­fi­ca­tion under con­tract HQ0276-10-C-0005, P00011. The total award val­ue of this action is $110,678,886, result­ing in a new cumu­la­tive con­tract val­ue of $275,967,245. The mod­i­fi­ca­tion will extend con­tract line item num­ber 0001 peri­od of per­for­mance to con­tin­ue engi­neer­ing and devel­op­ment for Stan­dard Missile‑3 Block IIA mis­siles. The work will be per­formed in Tuc­son, Ariz. The peri­od of per­for­mance is May 1, 2011 through Sept. 30, 2011. Fis­cal 2011 research, devel­op­ment, test and eval­u­a­tion funds will be used for this effort with $20,000,000 pro­vid­ed at time of award. The Mis­sile Defense Agency is the con­tract­ing activ­i­ty.

AIR FORCE

The Cess­na Air­craft Co., Wichi­ta, Kan., is being award­ed an $88,499,909 firm-fixed price, sin­gle award con­tract for items being pro­cured for the Afghanistan Basic Trainer/Light Lift Fam­i­ly of Sys­tems: six Cess­na T‑182T air­craft; 26 Cess­na 208B air­craft; six air­crew train­ing devices; and inter­im con­trac­tor sup­port for the air­craft and train­ing devices in Afghanistan and advi­sor train­ing. This effort sup­ports for­eign mil­i­tary sales to Afghanistan. 877 AESG/SYI, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8617-11-C-6209).

EDO Corp., North Ami­tyville, N.Y., is being award­ed a $20,180,992 con­tract mod­i­fi­ca­tion for the repair of AN/ALG-161A Radio Fre­quen­cy Surveillance/Electronic Coun­ter­mea­sures Sys­tem com­po­nents; 225 repair con­tract line items; one con­tract line item for mate­r­i­al; and one con­tract line item for trav­el. Work will be per­formed at North Ami­tyville, N.Y. 638 SCMG/PKBB, Robins Air Force Base, Ga., is the con­tract­ing activ­i­ty (FA8522-09-D-0006, PO0007, exer­cise option two). 

Cob­ham Defense Elec­tron­ic Sys­tems, Low­ell, Mass., is being award­ed a $13,263,252 cost-plus-fixed-fee con­tract for the Advanced Wire­less Net­works for the sol­dier radio plat­form. Work will be per­formed at Low­ell, Mass. The Air Force Research Laboratory/RIKD, Rome N.Y., is the con­tract­ing activ­i­ty (FA8750-11-C-0200).

Tex­tron Sys­tems Corp., Wilm­ing­ton, Mass., is being award­ed a $9,890,927 con­tract mod­i­fi­ca­tion for the Sen­sor Fuzed Weapon India For­eign Mil­i­tary Sales case inte­gra­tion phase one eight-month effort. This effort sup­ports for­eign mil­i­tary sales to India. AAC/EBJI, Eglin Air Force Base, Fla., is the con­tract­ing activ­i­ty (FA8682-11-C-0044 PO0001). 

NAVY

Insi­tu, Inc., Bin­gen, Wash., is being award­ed an $83,700,000 indef­i­nite-deliv­ery/in­def­i­nite- quan­ti­ty con­tract for oper­a­tions and main­te­nance ser­vices in sup­port gov­ern­ment-owned ScanEa­gle unmanned aer­i­al sys­tems (UAS), includ­ing: mul­ti­ple train­ing cours­es rang­ing from sys­tem pilot train­ing, main­te­nance and oper­a­tions, mis­sion coor­di­na­tor and pay­load oper­a­tor; mul­ti­ple kits for sus­tain­ment, pay­load and engine mod­ule kits; and mul­ti­ple spare parts for ScanEa­gle UAS. Work will be per­formed in Bin­gen, Wash., and is expect­ed to be com­plet­ed in May 2012. Con­tract funds in the amount of $62,700,000 will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured pur­suant to FAR 6.302–2. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty (N00019-11-C-0012).

BAE Sys­tems U.S. Com­bat Sys­tems, Min­neapo­lis, Minn., is being award­ed a $26,599,904 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-09-C-4137) for man­u­fac­ture and deliv­ery of propul­sor sys­tems in sup­port of the Vir­ginia-class sub­ma­rine propul­sor sys­tem require­ments, long lead time mate­r­i­al, and the pur­chase of required spare parts in sup­port of the propul­sor pro­gram. Work will be per­formed in Louisville, Ky., and is expect­ed to be com­plet­ed by March 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

D&S Con­sul­tants, Inc., Eaton­town, N.J., is being award­ed a $7,314,236 cost-plus-fixed-fee con­tract for per­cep­tu­al train­ing sys­tems and tools. D&S Con­sul­tants, Inc., will con­duct applied research and advanced tech­nol­o­gy devel­op­ment based on require­ments and design rec­om­men­da­tions for adapt­ing or devel­op­ing tech­nolo­gies to cre­ate a pro­to­type for users that can improve the train­ing of com­bat hunter-like knowl­edge, skills and abil­i­ties. Specif­i­cal­ly these tools will be eval­u­at­ed for use as per­for­mance assess­ment and train­ing tools to sup­port enhanced obser­va­tion, com­bat traf­fick­ing (i.e., observ­ing the phys­i­cal ter­rain), and tac­ti­cal pro­fil­ing (i.e., observ­ing the human ter­rain). The result will enhance the warfighter’s abil­i­ty to per­ceive, observe, col­lect, and share crit­i­cal infor­ma­tion on peo­ple, places and insur­gent activ­i­ty to improve sit­u­a­tion­al aware­ness, and to facil­i­tate col­lab­o­ra­tion and infor­ma­tion analy­sis among quad lev­el trains. Work will be per­formed in Eaton­town, N.J., and is expect­ed to be com­plet­ed in Decem­ber 2015. The action will be incre­men­tal­ly fund­ed with an ini­tial oblig­a­tion of $350,030. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the inter­net under an Office of Naval Research Broad Agency Announce­ment (10–001), with one award made. The Office of Naval Research, Arling­ton, Va., is the con­tract­ing activ­i­ty (N00014-11-C-0193).

DEFENSE LOGISTICS AGENCY

L‑3 Com­mu­ni­ca­tions West­wood Corp., Tul­sa, Okla., was award­ed a firm-fixed-price con­tract with a max­i­mum $45,120,000 for gen­er­a­tor cylin­der engines. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Army. The date of per­for­mance com­ple­tion is May 31, 2017. The Defense Logis­tics Agency Land, War­ren, Mich., is the con­tract­ing activ­i­ty (SPRBL1-11-D-0014).
