USAUS Military contracts for FY11

NAVY

Lock­heed Mar­tin Aero­nau­tics Glob­al Sus­tain­ment Ser­vices, Greenville, S.C., is being award­ed a $64,403,268 not-to-exceed mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award con­tract (N00019-05-D-0013) for con­tin­ued air­frame sus­tain­ment sup­port nec­es­sary for the per­for­mance of phase depot main­te­nance, spe­cial struc­tur­al inspec­tions, spe­cial struc­tur­al inspec­tion kits and instal­la­tions, and mod­i­fi­ca­tion instal­la­tions. Work will be per­formed in Greenville, S.C., and is expect­ed to be com­plet­ed in Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activ­i­ty.

Nav­is­tar Defense, LLC, War­renville, Ill., is being award­ed a $13,246,593 firm-fixed-priced deliv­ery order #0017 under pre­vi­ous­ly award­ed con­tract (M67854-07-D-5032) for the pro­cure­ment of out­side the con­ti­nen­tal Unit­ed States field ser­vice rep­re­sen­ta­tives (FSR), instruc­tors and mechan­ics. The objec­tive of the FSRs/instructors/mechanics is to sus­tain oper­a­tion of the MaxxPro Dash Mine Resis­tant Ambush Pro­tect­ed vehi­cles in sup­port of the Glob­al War on Ter­ror­ism Oper­a­tions in Afghanistan. Work will be per­formed in Kuwait, and is expect­ed to be com­plet­ed by the end of Novem­ber 2011. Con­tract funds in the amount of $13,246,593 will expire at the end of the cur­rent fis­cal year. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Cen­tu­rum Infor­ma­tion Tech­nol­o­gy, Inc., Marl­ton, N.J., is being award­ed a $9,062,699 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty, cost-plus-fixed-fee, per­for­mance-based con­tract for Com­mand and Con­trol Sys­tems sup­port for new inte­grat­ed systems/networks. This con­tract includes options and award terms which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to an esti­mat­ed $77,000,000. Work will be per­formed in Suf­folk, Va., and is expect­ed to be com­plet­ed by April 2012. If all options are exer­cised and award terms earned, work could con­tin­ue until April 2019. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured and post­ed to the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site and the Space and Naval War­fare Sys­tems e‑Commerce Cen­tral web­site, with six offers received. Space and Naval War­fare Sys­tems Cen­ter Atlantic, Charleston, S.C., is the con­tract­ing activ­i­ty (N65236-11-D-4800).

L‑3 Ser­vices, Inc., Mount Lau­rel, N.J., is being award­ed an $8,774,586 mod­i­fi­ca­tion to a pre­vi­ous­ly award cost-plus-fixed-fee con­tract (N00421-11-C-0012) to exer­cise an option for engi­neer­ing and tech­ni­cal ser­vices in sup­port of the Naval Air War­fare Cen­ter Air­craft Division’s Spe­cial Com­mu­ni­ca­tions Require­ments Divi­sion. Ser­vices will sup­port lega­cy, cur­rent and next gen­er­a­tion telecom­mu­ni­ca­tion and relat­ed C‑E sys­tem require­ments for var­i­ous Navy, Army, Air Force, spe­cial oper­a­tions forces, and oth­er agen­cies. Work will be per­formed at St. Ini­goes, Md., and is expect­ed to be com­plet­ed in July 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air War­fare Cen­ter Air­craft Divi­sion, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Clark/Balfour Beat­ty, JV, Bethes­da, Md., is being award­ed a $7,500,000 firm-fixed-price mod­i­fi­ca­tion to increase the max­i­mum dol­lar val­ue of a pre­vi­ous­ly award­ed firm-fixed-price design-build con­tract (N40080-08-C-0007) for the design and con­struc­tion of an invit­ro fer­til­iza­tion clin­ic and stem cell lab­o­ra­to­ry at the Nation­al Naval Med­ical Cen­ter, Bethes­da. After award of this mod­i­fi­ca­tion, the total cumu­la­tive con­tract val­ue will be $741,111,615. Work will be per­formed in Bethes­da, Md., and is expect­ed to be com­plet­ed by July 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Facil­i­ties Engi­neer­ing Com­mand, Wash­ing­ton, Wash­ing­ton, D.C., is the con­tract­ing activity. 

DEFENSE LOGISTICS AGENCY

Exxon Mobil Fuels Mar­ket­ing Co., Fair­fax, Va. was issued a mod­i­fi­ca­tion on the cur­rent con­tract SP0600-11-D-1255/P00001. Award is a fixed-price with eco­nom­ic price adjust­ment con­tract with a min­i­mum $34,790,349 for diesel fuel. Oth­er loca­tion of per­for­mance is Andros Island, Bahamas. Using ser­vice is Navy. The date of per­for­mance com­ple­tion is March 31, 2016. The Defense Logis­tics Agency Ener­gy, Fort Belvoir, Va., is the con­tract­ing activity. 

Dexter’s Farms*, Buford, Ga., was award­ed a fixed-price with eco­nom­ic price adjust­ment con­tract with a max­i­mum $15,987,070 for full-line fresh fruit and veg­etable sup­port. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Army, Navy, Air Force, Marine Corps, and U.S. Depart­ment of Agri­cul­ture School Cus­tomers in Geor­gia. The date of per­for­mance com­ple­tion is Oct. 27, 2012. The Defense Logis­tics Agency Troop Sup­port, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM300-11-D-P096).

ARMY

Siko­rsky Air­craft Corp., Strat­ford, Conn., was award­ed on April 26 a $26,816,836 firm-fixed-price con­tract. The award will pro­vide for the pro­cure­ment of two UH-60L Black Hawk heli­copters for Sau­di Ara­bia under the For­eign Mil­i­tary Sales pro­gram. Work will be per­formed in Strat­ford, Conn., with an esti­mat­ed com­ple­tion date of Sept. 30, 2012. One bid was solicit­ed with one bid received. The U.S. Army Avi­a­tion and Mis­sile Com­mand, Army Con­tract­ing Cen­ter, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (DAAH23-02-C-0006).

Raytheon Net­work Cen­tric Sys­tems, Dal­las, Texas, was award­ed on April 25 a $25,471,855 firm-fixed-price con­tract. The award will pro­vide for the For­eign Mil­i­tary Sale of driver’s vision enhancer and com­man­der vision enhancer for the Sau­di Ara­bi­an Nation­al Guard. Work will be per­formed in Dal­las, Texas, with an esti­mat­ed com­ple­tion date of April 30, 2014. One sole-source bid was solicit­ed with one bid received. The U.S. Army Com­mu­ni­ca­tions-Elec­tron­ics Com­mand, Con­tract­ing Cen­ter, Aberdeen Prov­ing Ground, Md., is the con­tract­ing activ­i­ty (W15P7T-11-C-H608).

Gen­er­al Dynam­ics Ord­nance and Tac­ti­cal Sys­tem, Scran­ton Oper­a­tions, Scran­ton, Penn., was award­ed on April 25 a $23,065,641 firm-fixed-price con­tract. The award will pro­vide for the facil­i­ties, per­son­nel, and equip­ment for the man­u­fac­ture of the 155mm M795 met­al parts with flex­i­ble rotat­ing band cov­ers. Work will be per­formed in Scran­ton, Penn., with an esti­mat­ed com­ple­tion date of April 30, 2012. One bid was solicit­ed with one bid received. The U.S. Army Con­tract­ing Com­mand, Picatin­ny Arse­nal, N.J., is the con­tract­ing activ­i­ty (W15QKN-08-C-0244).

Nav­is­tar Defense, LLC, War­renville, Ill., was award­ed on April 26 an $11,123,197 firm-fixed-price con­tract. The award will pro­vide for the pro­cure­ment of 30 gen­er­al trans­port trucks and 27 water tanker trucks, each with spare parts, for Afghanistan and Iraq under for­eign mil­i­tary sales. Work will be com­plet­ed in West Point, Miss., Shep­herdville, Ky., and War­renville, Ill., with an esti­mat­ed com­ple­tion date of April 30, 2011. The bid was solicit­ed through the Inter­net with one bid received. The U.S. Army TACOM LCMC, War­ren, Mich., is the con­tract­ing activ­i­ty (W56HZV-08-D-G097).

AIR FORCE

The Boe­ing Co., Long Beach, Calif., is being award­ed a $7,276,990 fixed-price con­tract mod­i­fi­ca­tion to pro­vide total C‑17 weapon sys­tem sus­tain­ment respon­si­bil­i­ty under a sin­gle prime con­trac­tor with the goal of achiev­ing improve­ments in logis­tics sup­port and mis­sion readi­ness while reduc­ing oper­at­ing and sup­port costs. This effort is for the pro­cure­ment of fis­cal 2011 C‑17 Globe­mas­ter III sus­tain­ment part­ner­ship sup­port for the Unit­ed Arab Emi­rate Air Force and Air Defense fleet of six C‑17 air­craft, which were pur­chased through a direct com­mer­cial sale with Boe­ing, to be deliv­ered in fis­cal 2011 and fis­cal 2012. At this point, $7,276,990 has been oblig­at­ed. Work will be per­formed in Long Beach, Calif., and the Unit­ed Arab Emi­rates. ASC/WLMK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8614-04-C-2004, P00407).
