DEFENSE THREAT REDUCTION AGENCY

Bech­tel Nation­al, Inc., Fred­er­ick, Md. (HDTRA1-11-D-0010); Par­sons Glob­al Ser­vices, Inc., Pasade­na, Calif. (HDTRA1-11-D-0008); Raytheon Tech­ni­cal Ser­vices Co., LLC, Dulles, Va. (HDTRA1-11-D-0007); and URS Fed­er­al Ser­vices Inter­na­tion­al, Inc., Cleve­land, Ohio (HDTRA1-11-D-0009) are each being award­ed a mul­ti­ple award indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide inte­gra­tion ser­vices sup­port­ing the Defense Threat Reduc­tion Agency’s Coop­er­a­tive Threat Reduc­tion Pro­gram. The max­i­mum esti­mat­ed com­bined total of all four con­tracts will not exceed $950,000,000. This con­tract con­sists of a five-year base order­ing peri­od with one one-year option­al order­ing peri­od. Work will be per­formed at var­i­ous loca­tions over­seas and is expect­ed to be com­plet­ed April 2020 (April 2021 if the option is exer­cised). Con­tract funds for the $500,000 min­i­mum guar­an­tee for each con­tract will not expire at the end of the cur­rent fis­cal year. This require­ment was com­pet­i­tive­ly award­ed through the Fed­er­al Busi­ness Oppor­tu­ni­ties web­site, with eight offers received. The Defense Threat Reduc­tion Agency, Fort Belvoir, Va., is the con­tract­ing activity. 

DEFENSE INFORMATION SYSTEMS AGENCY

Intel­sat Gen­er­al Corp., Bethes­da, Md., was award­ed a $142,921,374 firm-fixed-price con­tract for the Amer­i­can Forces Radio and Tele­vi­sion Ser­vice Glob­al Satel­lite Ser­vices Pro­gram on April 22. The con­tract, with a not-to-exceed ceil­ing of $167,500,000 mil­lion dol­lars, pro­vides world­wide com­mer­cial telecom­mu­ni­ca­tions ser­vices to include: C- and Ku-band satel­lite resources; land earth sta­tions; ter­res­tri­al back­hauls; and band­width man­age­ment ser­vices. The peri­od of per­for­mance is April 22, 2011 through April 21, 2018 (a one-year base with six one-year options). Per­for­mance will be at var­i­ous loca­tions around the world. The solic­i­ta­tion was issued as a full and open com­pet­i­tive action with award to be made to the low­est priced tech­ni­cal­ly accept­able offer­or. The solic­i­ta­tion was post­ed to the Gov­ern­ment Point of Entry Fed­er­al Busi­ness Oppor­tu­ni­ties web­site and two offers were received. Intel­sat Gen­er­al is a large busi­ness. The Defense Infor­ma­tion Tech­nol­o­gy Con­tract­ing Orga­ni­za­tion, Scott Air Force Bass, Ill., is the con­tract­ing activ­i­ty (HC1013-11-C-0101).

NAVY

L‑3 Com­mu­ni­ca­tions Corp., Waco, Texas, is being award­ed an $84,490,492 not-to-exceed mod­i­fi­ca­tion to a pre­vi­ous­ly award­ed indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award con­tract (N00019-05-D-0008) for the con­tin­ued air­frame sus­tain­ment sup­port nec­es­sary for the per­for­mance of phase depot main­te­nance, spe­cial struc­tur­al inspec­tions, spe­cial struc­tur­al inspec­tion kits and instal­la­tions, and mod­i­fi­ca­tion instal­la­tions. Work will be per­formed in Waco, Texas (96 per­cent), and Greenville, S.C. (4 per­cent), and is expect­ed to be com­plet­ed in Decem­ber 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Air Sys­tems Com­mand, Patux­ent Riv­er, Md., is the con­tract­ing activity. 

Lock­heed Mar­tin Mis­sion Sys­tems & Sen­sors, Moorestown, N.J., is being award­ed an $18,235,100 not-to-exceed mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-10-C-5125) for com­mand team train­er efforts to sup­port the gov­ern­ment of Aus­tralia (case AT-P-LCQ) under the For­eign Mil­i­tary Sales Pro­gram. The gov­ern­ment of Aus­tralia select­ed the U.S. Navy/Lockheed Mar­tin Aegis Com­bat Sys­tem for its Aus­tralian Air War­fare Destroy­er Pro­gram. These require­ments include the nec­es­sary com­bat sys­tems engi­neer­ing, com­put­er pro­gram devel­op­ment, ship inte­gra­tion and test, logis­tics tech­ni­cal ser­vices, tech­ni­cal man­u­als and stag­ing sup­port to design and build an Aegis Weapon Sys­tem base­line to sup­port the pro­gram. Work will be per­formed in Moorestown, N.J. (89 per­cent); Clear­wa­ter, Fla. (9 per­cent); and Ade­laide, Aus­tralia (2 per­cent). Work is expect­ed to be com­plet­ed by Decem­ber 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton Navy Yard, D.C., is the con­tract­ing activity. 

Koll­mor­gen Corp., Elec­tro-Opti­cal Divi­sion, Northamp­ton, Mass., is being award­ed a $16,200,000 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-11-C-6293) to exer­cise cost-type options for the mod­i­fi­ca­tion of mate­ri­als and trav­el asso­ci­at­ed with engi­neer­ing ser­vices for the pho­ton­ics mast pro­gram. The pho­ton­ics mast is a non-hull pen­e­trat­ing elec­tron­ic imag­ing sub­sys­tem of the com­mand and con­trol sys­tem. The pho­ton­ics mast incor­po­rates vis­i­ble, infrared and elec­tron­ic sup­port mea­sures sen­sors and stealth fea­tures that will pro­vide new capa­bil­i­ties for attack sub­marines. The sub­sys­tem com­pris­es the sen­sor group, the mast group, the data trans­mis­sion group, and the con­trol and dis­play group. The AN/BVS‑1 pho­ton­ics mast sys­tem will be installed on the Vir­ginia-class sub­marines (SSN 780 — SSN 783). Work will be per­formed in Northamp­ton, Mass., and is expect­ed to be com­plet­ed by March 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Com­bined Sys­tems, Inc. (CSI)*, Jamestown, Pa., was award­ed on April 26 an $11,760,481 firm-fixed-price con­tract for the pro­cure­ment and deliv­ery of 225 40 mm, three bank Non-Lethal/­Tube Launched Muni­tions Sys­tems (NL/TLMS) that fire 30 rounds of non-lethal flash-bang primed muni­tions and cor­re­spond­ing shield mount­ing brack­ets which inte­grates the NL/TLMS to the Marine Corps trans­par­ent armored gun shield, gun­ner pro­tec­tion kit, objec­tive gun­ner pro­tec­tion kit, and M3-tri­pod. In addi­tion, CSI will pro­vide the fab­ri­ca­tion, pro­duc­tion and deliv­ery of 75,000 ini­tial rounds of muni­tions, train­ing, spares, and up to two years of con­trac­tor logis­tics sup­port nec­es­sary to sus­tain the sys­tems for the Marine Corps Sys­tems Com­mand at the high­est lev­els of ser­vice. The NL/TLMS will pro­vide the Marines the capa­bil­i­ty to deliv­er a high vol­ume of non-lethal fire at des­ig­nat­ed ranges, both day and night, to enhance force pro­tec­tion dur­ing vehi­cle check points, entry con­trol points, and con­voy secu­ri­ty oper­a­tions. The high-capac­i­ty vari­able pay­load launch­ing sys­tems assist Marines with iden­ti­fy­ing vehi­cle operator’s inten­tions at a suf­fi­cient range to warn the inno­cent and to pro­vide stand-off dis­tance to ensure the Marines’ safe­ty. This con­tract includes options which, if exer­cised, would bring the cumu­la­tive val­ue of this con­tract to $13,812,268. Work will be per­formed in Jamestown, Pa., and is expect­ed to be com­plet­ed by April 2012. Con­tract funds will expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activ­i­ty (M67854-11-C-1069).

DEFENSE LOGISTICS AGENCY

Oshkosh Corp., Oshkosh, Wis., was award­ed a firm-fixed-price, three year require­ments type con­tract with a max­i­mum $10,441,591 for medi­um tac­ti­cal vehi­cles. Oth­er loca­tion of per­for­mance is New Berlin, Wis. Using ser­vice is Defense Logis­tics Agency. The date of per­for­mance com­ple­tion is April 7, 2014. The Defense Logis­tics Agency War­ren, War­ren, Mich., is the con­tract­ing activ­i­ty (SPRDL1-11-D-0027).

Thomas Instru­ment*, Brook­shire, Texas, was award­ed a firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a max­i­mum $9,018,151 for C‑5 air­craft gear­box assem­blies. There are no oth­er loca­tions of per­for­mance. Using ser­vice is Air Force. The date of per­for­mance com­ple­tion is March 2015. The Defense Logis­tics Agency Avi­a­tion, Robins Air Force Base, Ga., is the con­tract­ing activ­i­ty (SPRWA1-11-D-0009).
