Lock­heed Mar­tin Corp., Bal­ti­more, Md., is being award­ed a $376,621,375 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-11-C-2300) to con­trac­tu­al­ly autho­rize fis­cal 2011 Lit­toral Com­bat Ship (LCS) con­struc­tion. Work will be per­formed in Marinette, Wis. (56 per­cent); Wal­pole, Mass. (14 per­cent); Wash­ing­ton, D.C. (12 per­cent); Olds­mar, Fla. (4 per­cent); Beloit, Wis. (3 per­cent); Moorestown, N.J. (2 per­cent); Min­neapo­lis, Minn. (2 per­cent); and var­i­ous loca­tions of less than one per­cent each, total­ing sev­en per­cent. Work is expect­ed to be com­plete by April 2016. Austal USA, Mobile, Ala., is being award­ed a $368,592,125 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-11-C-2301) to con­trac­tu­al­ly autho­rize fis­cal 2011 Lit­toral Com­bat Ship (LCS) con­struc­tion. Work will be per­formed in Mobile, Ala. (51 per­cent); Pitts­field, Mass. (13 per­cent); Cincin­nati, Ohio (4 per­cent); Bal­ti­more, Md. (2 per­cent); Burling­ton, Vt. (2 per­cent); New Orleans, La. Argon ST, Fair­fax, Va., is being award­ed a $45,000,000 not-to-exceed ceil­ing firm-fixed-price, indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract for the pro­cure­ment, test­ing, deliv­ery, train­ing, and logis­ti­cal sup­port of the Joint Pre­ci­sion Air Drop Sys­tem Ultra Light Weight (JPADS-ULW). The pro­cure­ment is for the acqui­si­tion of a JPADS-ULW, an air­craft deployed steer­able canopy sys­tem that is capa­ble of deliv­er­ing car­go loads of 250 pounds to 699 pounds rigged weight, safe­ly and effec­tive­ly from 24,500 feet mean sea lev­el through hard­ware, soft­ware alti­tude con­trol, glide man­age­ment of sys­tem descent and land­ing. Work will be per­formed in Smith­field, Pa., and is expect­ed to be com­plet­ed by March 17, 2016. Con­tract funds will not expire by the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured with pro­pos­als solicit­ed via the Navy Elec­tron­ic Com­merce Online web­site, with five offers received. The Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

LAMCON-MEAR, JV, Ocean­side, Calif. (N62473-11-D-0013); Bull­dog Envi­ron­men­tal Prod­ucts, Inc., Den­ver, Colo. (N62473-11-D-0014); and ACCU Con­struc­tion, Inc., San­ta Ana, Calif. (N62473-11-D-0015), are each being award­ed a firm-fixed-price, indef­i­nite-deliv­ery indef­i­nite-quan­ti­ty mul­ti­ple award con­struc­tion con­tract for paint­ing of facil­i­ties at var­i­ous loca­tions pre­dom­i­nant­ly with­in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) South­west area of respon­si­bil­i­ty (AOR). The max­i­mum dol­lar val­ue, includ­ing the base peri­od and four option years, for all three con­tracts com­bined is $30,000,000. No task orders are being issued at this time. The work to be per­formed pro­vides for interior/exterior appli­ca­tion of paints and coat­ings, includ­ing sur­face prepa­ra­tion and minor relat­ed con­struc­tion work with­in the North Amer­i­can Indus­try Clas­si­fi­ca­tion Sys­tem Code 238320. Types of projects may include, but are not lim­it­ed to: appli­ca­tion of paints, primers and seal­ers, stain­ing and fin­ish­es, pow­der coat­ing, water­proof­ing, high-resis­tance coat­ings, strip­ing, signs and graph­ics. Work will be per­formed at var­i­ous fed­er­al sites with­in the NAVFAC South­west AOR includ­ing, but not lim­it­ed to: Cal­i­for­nia (83 per­cent), Ari­zona (12 per­cent), Neva­da (2 per­cent), Utah (1 per­cent), Col­orado (1 per­cent), and New Mex­i­co (1 per­cent). The term of the con­tracts is not to exceed 60 months, with an expect­ed com­ple­tion date of March 2016. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with eight pro­pos­als received. These three con­trac­tors may com­pete for task orders under the terms and con­di­tions of the award­ed con­tracts. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

Hydroid, Inc., Pocas­set, Mass., is being award­ed a $17,306,029 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00174-03-D-0018) to pro­vide ser­vice for the cur­rent­ly field­ed lega­cy Small Unmanned Under­wa­ter Vehi­cle (SUUV) sys­tems and to pro­vide con­tin­ued depot lev­el and engi­neer­ing sup­port for the SUUV pro­gram. The SUUV pro­gram pro­vides explo­sive ord­nance dis­pos­al (EOD) forces with a very shal­low water mine coun­ter­mea­sures and under­wa­ter object loca­tion sys­tem. Hydroid will pro­vide expert tech­ni­cal and engi­neer­ing sup­port ser­vices to main­tain the full func­tion­al­i­ty of field­ed sys­tems as well as pro­vide addi­tion­al sys­tems that may be required by the EOD com­mu­ni­ty to meet mis­sion require­ments. Work will be per­formed in Pocas­set, Mass., and is expect­ed to be com­plet­ed by May 2013. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sur­face War­fare Cen­ter, Indi­an Head, Md., is the con­tract­ing activity. 

AIR FORCE

L‑3 Com­mu­ni­ca­tions Ver­tex Aero­space, Madi­son, Miss., is being award­ed a $314,623.67 firm-fixed-price con­tract for con­trac­tor logis­tics sup­port for the C‑12 air­craft for Pacif­ic Air Force, Air Force Mate­r­i­al Com­mand, Defense Intel­li­gence Agency, and Defense Secu­ri­ty Cor­po­ra­tion Agency, con­sist­ing of main­te­nance, repair and sup­port func­tions for sev­en months (includ­ing phase-in) from April 1 through Oct. 31, 2011. The Boe­ing Co., Wichi­ta, Kan., is being award­ed a $31,241,793 firm-fixed-price con­tract mod­i­fi­ca­tion for the C‑130 Avion­ic Mod­ern­iza­tion Pro­gram (AMP) low rate ini­tial pro­duc­tion (LRIP), the ini­tial efforts to sup­port LRIP Lot 3 which includes the pur­pose of two AMP kits; pro­vide engi­neer­ing sup­port; inte­grat­ed logis­tic sup­port; oper­a­tions test­ing and eval­u­a­tion sup­port; sup­port equip­ment and instal­lion tool­ing for both the source famil­iar­iza­tion phase con­tract win­ner and Boe­ing; type one main­te­nance train­ing; and long-lead items for the Weapons Sys­tem Train­er. Lock­heed Mar­tin Corp., Lock­heed Mar­tin Aero­nau­tics Co., Fort Worth, Texas, is being award­ed an $18,546,522 firm-fixed-price con­tract mod­i­fi­ca­tion for non-recur­ring labor, mate­ri­als and 233 kits to update the con­fig­u­ra­tion of the elec­tron­ics war­fare pow­er sup­ply on the F‑22 fleet. Work will be per­formed at Mari­et­ta, Ga.; Fort Worth, Texas; and Nashua, N.H. Funds in the amount of $7,591,956 will expire at the end of the cur­rent fis­cal year. Kern Steel Fab­ri­ca­tion, Inc., Bak­ers­field, Calif., is being award­ed a $13,380,854 firm-fixed-price con­tract mod­i­fi­ca­tion for the design and pro­duc­tion of an isochronal main­te­nance stand for the C‑5 air­craft. Work will be per­formed in Bak­ers­field, Calif., and is expect­ed to be com­plet­ed Dec. 31, 2011. WR-ALC/GRVKBB, Robins Air Force Base, Ga., is the con­tract­ing activ­i­ty (FA8533-08-C-0004).

Northrop Grum­man Mis­sion Sys­tems, Clearfield, Utah, is being award­ed a $10,449,314 cost-plus-fixed-price con­tract mod­i­fi­ca­tion for sus­tain­ment sup­port for the Min­ute­man weapon sys­tems, incre­men­tal fund­ing for exer­cised option. Work will be per­formed in Clearfield, Utah, and sub­con­trac­tor AK Launch Sys­tems in Brigham City, Utah. AFNWC/PKME, Hill Air Force Base, Utah, is the con­tract­ing activ­i­ty (F42610-98-C-0001).

DEFENSE THREAT REDUCTION AGENCY

TASC, Inc., Andover, Mass., is being award­ed a $97,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract, for advi­so­ry and assis­tance ser­vices. Work will be per­formed at Fort Belvoir, Va., and is expect­ed to be com­plet­ed by March 2016. Effort con­tains both research and devel­op­ment and oper­a­tion and main­te­nance fund­ing. Oper­a­tion and main­te­nance con­tract funds will expire at the end of the cur­rent fis­cal year. Four bids were received. Sci­ence Appli­ca­tions Inter­na­tion­al Corp., San Diego, Calif., was award­ed a $23,107,037 cost-plus fixed-fee task order under the Weapons of Mass Destruc­tion (WMD) defeat tech­nol­o­gy indef­i­nite delivery/indefinite quan­ti­ty con­tract for phase three of the Inte­grat­ed WMD Toolset (IWMDT). The con­trac­tor will pro­vide the devel­op­ment and inte­gra­tion archi­tec­ture frame­work to sup­port the Defense Threat Reduc­tion Agency tech­nol­o­gy trans­fer, gate­way and por­tal use. The award will pro­vide for the pro­cure­ment of Ear­ly Infantry Brigade Com­bat Team low rate ini­tial pro­duc­tion set two long lead items. Work will be per­formed in Saint Louis, Mo., with an esti­mat­ed com­ple­tion date of July 31, 2011. One bid was solicit­ed with one bid received. Thun­der­Cat Tech­nol­o­gy, LLC, Reston, Va., was award­ed on March 14 a $16,169,467 firm-fixed-price con­tract. The award will pro­vide for the ser­vices, mate­ri­als, and com­mer­cial off-the-shelf soft­ware solu­tion need­ed to pro­cure a mil­i­tary health sys­tem enter­prise blood bank and trans­fu­sion man­age­ment solu­tion for 68 sites. Work will be per­formed in Reston, Va., with an esti­mat­ed com­ple­tion date of June 13, 2012. Thir­ty-sev­en solu­tions for enter­prise-wide pro­cure­ment con­tract hold­er bids were solicit­ed with three bids received. The award will pro­vide for the pro­cure­ment of 43 launch­ers for the Shad­ow unmanned air­craft sys­tem. Work will be per­formed in Hunt Val­ley, Md., with an esti­mat­ed com­ple­tion date of Dec. 31, 2012. One bid was solicit­ed with one bid received. Medico Indus­tries, Inc., Wilkes-Barre, Penn., was award­ed on March 15 an $11,485,895 firm-fixed-price con­tract. The award will pro­vide the acqui­si­tion of option quan­ti­ties for the 60mm M720A1, M720, M769, and 81mm M879 shell bod­ies for Lebanon, Sau­di Ara­bia, and Afghan Secu­ri­ty Forces. The award will pro­vide for the ini­tial inte­gra­tion of the Type-II Inter­im Encryp­tion Sys­tem (TIES) and 37 sets of the Hunter unique TIES hard­ware to be installed at var­i­ous loca­tions. Work will be per­formed in Sier­ra Vista, Ariz., with an esti­mat­ed com­ple­tion date of June 30, 2012. One bid was solicit­ed with one bid received. Great Lakes Dredge and Dock Co., LLC, Oak Brook, Ill., was award­ed on March 14 a $7,076,593 firm-fixed-price con­tract. The award will pro­vide for the repair of dam­age from Townsends Inlet to Here­ford Inlet. Work will be per­formed in Cape May Coun­ty, N.J., with an esti­mat­ed com­ple­tion date of June 14, 2011. Forty-four bids were solicit­ed with three bids received. The U.S. Army Corps of Engi­neers, Philadel­phia, Penn., is the con­tract­ing activ­i­ty (W912BU-11-C-0009).

Northrop Grum­man Sys­tems Corp., Hern­don, Va., was award­ed on March 15 a $6,745,788 cost-plus-fixed-fee con­tract. The award will pro­vide for the tech­ni­cal ser­vices and train­ing mate­r­i­al in the con­tin­ued devel­op­ment of the Air and Mis­sile Defense Work­sta­tion Block IV soft­ware. Work will be per­formed in Huntsville, Ala., with an esti­mat­ed com­ple­tion date of March 16, 2016. One bid was solicit­ed with one bid received. The U.S. Army Con­tract­ing Com­mand, Red­stone Arse­nal, Ala., is the con­tract­ing activ­i­ty (W31P4Q-11-C-0167).
