NAVY

Tri­ton Marine Con­struc­tion Corp., Bre­mer­ton Wash. (N44255-10-D-5017); Man­son Con­struc­tion Co., Seat­tle, Wash. (N44255-10-D-5018); Nova Group, Inc., Napa, Calif. (N44255-10-D-5019); Reyes Con­struc­tion, Inc., Pomona, Calif. (N44255-10-D-5020); and Watts Con­struc­tors, LLC, Hon­olu­lu, Hawaii (N44255-10-D-5021), are each being award­ed an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty mul­ti­ple award design build con­struc­tion con­tract to pro­vide new con­struc­tion, ren­o­va­tion, alter­ation, demo­li­tion, and repair work, includ­ing any nec­es­sary design, for marine/waterfront projects at var­i­ous loca­tions with­in the Naval Facil­i­ties Engi­neer­ing Com­mand (NAVFAC) North­west area of respon­si­bil­i­ty (AOR). The max­i­mum dol­lar val­ue, includ­ing the base peri­od and four option years, for all five con­tracts com­bined is $97,000,000. Tri­ton Marine Con­struc­tion Corp. is being award­ed task order #0001 at $1,254,000 for the design and con­struc­tion to upgrade 12KV Loop Feed Cir­cuits 401 and 425 at Naval Base Kit­sap, Bre­mer­ton, Wash. Work for this task order is expect­ed to be com­plet­ed by Jul. 2011. All work on this con­tract will be per­formed pri­mar­i­ly with­in the NAVFAC North­west AOR which includes Wash. (92 per­cent), Ore. (2 per­cent), Alas­ka (2 per­cent), Ida­ho (1 per­cent), Mont. (1 per­cent), and Wyo. (1 per­cent), and may also be per­formed in the remain­der of the U.S. (1 per­cent). The term of the con­tract is not to exceed 60 months, with an expect­ed com­ple­tion date of Sept. 2015. Con­tract funds for task order 0001 will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 10 pro­pos­als received. These five con­trac­tors may com­pete for task orders under the terms and con­di­tions of the award­ed con­tract. The Naval Facil­i­ties Engi­neer­ing Com­mand, North­west, Sil­verdale, Wash., is the con­tract­ing activity. 

SSFM Inter­na­tion­al, Inc.*, Hon­olu­lu, Hawaii, is being award­ed a max­i­mum $40,000,000 indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract with a for con­struc­tion man­age­ment ser­vices on Guam. The work to be per­formed pro­vides for con­struc­tion over­sight and qual­i­ty assur­ance ser­vices to sup­port con­struc­tion projects and asso­ci­at­ed effort under­tak­en by Naval Facil­i­ties Engi­neer­ing Com­mand Mar­i­anas. No task orders are being issued at this time. Work will be per­formed in Guam, and is expect­ed to be com­plet­ed by Aug. 2014. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online web­site, with 15 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mar­i­anas, Guam, is the con­tract­ing activ­i­ty (N40192-10-D-0002).

The Boe­ing Com­pa­ny, Huntsville, Ala., is being award­ed a $23,654,354 task order #0002 Phase IB under a pre­vi­ous­ly award­ed cost-plus-fixed-fee, indef­i­nite-deliv­ery order con­tract (N00014-09-D-0354) for the crit­i­cal design of a 100-kW class Free Elec­tron Laser (FEL) device which can be used to demon­strate scaleabil­i­ty of the nec­es­sary FEL physics and engi­neer­ing for an even­tu­al MW class Free Elec­tron Laser (FEL) device. Under this effort, this Navy FEL Inno­v­a­tive Naval Pro­to­type (INP) Pro­gram will encom­pass the tran­si­tion from a demon­strat­ed 14 kW FEL capa­bil­i­ty, cur­rent­ly at hand, to a weapon class 100-kW class capa­bil­i­ty. This 100 kW FEL effort is intend­ed to pro­vide the physics and engi­neer­ing infor­ma­tion need­ed to sup­port a MW class FEL device devel­op­ment. The desired out­come of this effort is to trans­fer lab­o­ra­to­ry capa­bil­i­ty to Indus­try and to assess poten­tial indus­tri­al roles in sup­port­ing the pro­cure­ment pro­gram for FEL weapon sys­tems. The Navy also wish­es to gain insight into industry’s longer term inter­est in par­tic­i­pat­ing in the fol­low-on inte­gra­tion, at a gov­ern­ment test facil­i­ty, or else­where, of the FEL device into a com­plete naval weapon sys­tem test bed to val­i­date the con­cept for ship­board use. Work will be per­formed in Albu­querque, N.M. (45 per­cent); Med­ford, N.Y. (20 per­cent) and var­i­ous gov­ern­ment labs and sub­con­trac­tor loca­tions (35 per­cent), and work is expect­ed to be com­plet­ed Dec. 3, 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Office of Naval Research, Arling­ton, Va., is the con­tract­ing activity. 

T.B. Penick & Sons, Inc., San Diego, Calif., is being award­ed $16,818,418 for firm-fixed price task order #0004 under a pre­vi­ous­ly award­ed mul­ti­ple award con­struc­tion con­tract (N62473-10-D-5412) for design and con­struc­tion of new recruit field bar­racks for Ranges 501 and 505, 31 Area at Marine Corps Base, Camp Pendle­ton. This project con­sists of a sin­gle-sto­ry facil­i­ty and includes field bar­racks, drill instruc­tor huts, and sup­port­ing facil­i­ties. The task order also con­tains one planned mod­i­fi­ca­tion for fur­ni­ture, fix­tures, and equip­ment, which if issued would increase cumu­la­tive task order val­ue to $17,391,489. Work will be per­formed in Ocean­side, Calif., and is expect­ed to be com­plet­ed by Sept. 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. Eight pro­pos­als were received for this task order. The Naval Facil­i­ties Engi­neer­ing Com­mand, South­west, San Diego, Calif., is the con­tract­ing activity. 

Northrop Grum­man Ship­build­ing Inc., New­port News, Va., a sec­tor of Northrop Grum­man Corp. is being award­ed a $12,048,638 cost-plus-fixed-fee mod­i­fi­ca­tion to the pre­vi­ous­ly award­ed con­tract (N00024-09-C-2116) for pro­cure­ment of addi­tion­al long lead time mate­ri­als in sup­port of the con­struc­tion prepa­ra­tion efforts for the sec­ond air­craft car­ri­er of the Ger­ald R. Ford class (CVN 79). Work pro­vides for nec­es­sary research stud­ies; engi­neer­ing; design; relat­ed devel­op­ment efforts; advanced plan­ning; advanced pro­cure­ment for detailed design and pro­cure­ment of long lead mate­r­i­al; logis­tics data; and oth­er data to sup­port the antic­i­pat­ed fis­cal year 2013 ship detail design and con­struc­tion of CVN 79. This con­tract mod­i­fi­ca­tion pro­vides for addi­tion­al spe­cif­ic long lead mate­ri­als in sup­port of these prepa­ra­tion efforts. Work will be per­formed in New­port News, Va., and is expect­ed to be com­plet­ed by Octo­ber 2011. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was not com­pet­i­tive­ly pro­cured. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activ­i­ty (N00024-09-C-2116).

Hydroid­Inc., Pocas­set, Mass., is being award­ed an $8,435,742 cost-plus incen­tive-fee con­tract for Lit­toral Bat­tle­space Sens­ing (LBS) Autonomous Under­sea Vehi­cles (AUVs), and asso­ci­at­ed sup­port equip­ment. This con­tract will pro­vide the Pro­gram Exec­u­tive Office-Com­mand, Con­trol, Com­mu­ni­ca­tions, Com­put­ers, Intel­li­gence and Space, Navy Com­mu­ni­ca­tions Pro­gram Office, PMW-120 a tech­nol­o­gy for mete­o­ro­log­i­cal and oceano­graph­ic (METOC) data col­lec­tion, pro­cess­ing, and data/product dis­sem­i­na­tion. This con­tract includes five option peri­ods, which if exer­cised, will bring the con­tract val­ue to $77,668,315. Work will be per­formed in Pocas­set, Mass., and is expect­ed to be com­plet­ed by March 2012. If all options are exer­cised, deliv­er­ies of LBS-AUV will con­tin­ue through FY 2017. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was­com­pet­i­tive­ly pro­cured with using full and open com­pet­i­tive pro­ce­dures via the Space and Naval War­fare Sys­tems Cen­ter E‑commerce web­site, with three offers received. The Space and Naval War­fare Sys­tems Com­mand, San Diego, Calif., is the con­tract­ing activ­i­ty (N00039-09-C-0085).

BAE Sys­tems Tech­nol­o­gy Solu­tions and Ser­vices, Rockville, Md., is being award­ed an $8,002,910 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed firm-fixed price, cost-reim­bursable line items con­tract (N00604-08-C-0002) to exer­cise option year three to pro­vide oper­a­tion and main­te­nance sup­port for facil­i­ties oper­at­ing under Naval Com­put­er and Telecom­mu­ni­ca­tion Area Mas­ter Sta­tion, Pacif­ic, Hawaii. Work will be per­formed in Lualu­alei, Hawaii (40 per­cent); Wahi­awa, Hawaii (40 per­cent), and Kaneo­he Bay, Hawaii (20 per­cent), and work will be com­plet­ed in Sep­tem­ber 2011. Con­tract funds will expire at the end of the cur­rent fis­cal year. Three offers were received in response to the solic­i­ta­tion. Fleet and Indus­tri­al Sup­ply Cen­ters, Pearl Har­bor, Hawaii is the con­tract­ing activity. 

Rome Research Cor­po­ra­tion, Rome N.Y., is being award­ed a $7,005, 643 con­tract mod­i­fi­ca­tion to pre­vi­ous­ly award­ed firm-fixed-price, cost-reim­bursable line items con­tract (N00604-08-C-0001) to pro­vide oper­a­tion and main­te­nance sup­port for facil­i­ties oper­at­ing under Naval Com­put­er and Telecom­mu­ni­ca­tions Sta­tion, Guam. Work will be per­formed in Fine­gayan, Guam (90 per­cent) and Bar­ri­ga­da, Guam (10 per­cent), and work will be com­plet­ed in Sep­tem­ber 2011. Con­tract funds will expire at the end of the cur­rent fis­cal year. Three offers were received in response to the solic­i­ta­tion. Fleet and Indus­tri­al Sup­ply Cen­ter, Pearl Har­bor, Hawaii, is the con­tract­ing activity. 

BAE Sys­tems Tech­nol­o­gy Solu­tions and Ser­vices, Rockville, Md., is being award­ed a $5,936,034 mod­i­fi­ca­tion to pre­vi­ous­ly award­ed firm-fixed price con­tract (N00604-06-C-0018) to exer­cise option year four to pro­vide ammu­ni­tion stor­age, han­dling and man­age­ment ser­vices for Navy Muni­tions Com­mand, East Asia Divi­sion Detach­ment Pearl Har­bor, Hawaii. Work will be per­formed in Pearl Har­bor, Hawaii, and work will be com­plet­ed in Sep­tem­ber 201. Con­tract funds will expire at the end of the cur­rent fis­cal year. Two offers were received in response to the solic­i­ta­tion. Fleet and Indus­tri­al Sup­ply Cen­ters, Pearl Har­bor, Hawaii, is the con­tract­ing activity. 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Cor­po­ra­tion for Nation­al Research Ini­tia­tives, Reston, Vir­ginia, is being award­ed a $6,403,252.00 coop­er­a­tive agree­ment (HR0011-10–2‑0004) for admin­is­tra­tion and man­age­ment of the DARPA App Store as part of the Trans­for­ma­tive Apps Pro­gram. Work will be per­formed in Reston, Va. (100 per­cent). The work is expect­ed to be com­plet­ed by Sep­tem­ber 2012. The Defense Advanced Research Projects Agency is the con­tract­ing activity.
