USAUS Military contracts for FY10

AIR FORCE

The Boe­ing Co., Defense, Space and Secu­ri­ty, Glob­al Mobil­i­ty Sys­tems, Long Beach, Calif., was award­ed a $1,528,454,053 con­tract mod­i­fi­ca­tion that will pro­cure eight C‑17 air­craft. At this time, $734,400,000 has been oblig­at­ed. 516 AESG/PK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8614-06-D-2006).

Gen­er­al Atom­ics Aero­nau­ti­cal Sys­tems, Inc., San Diego, Calif., was award­ed a $94,285,469 con­tract mod­i­fi­ca­tion which will pro­vide for the MQ‑1 Preda­tor air­craft and MD‑1 ground con­trol sta­tion retro­fit kits. At this time, the entire amount has been oblig­at­ed. 703 AESG/SYK, Wright-Pat­ter­son Air Force Base, Ohio, is the con­tract­ing activ­i­ty (FA8620-05-G-3028).

MISSILE DEFENSE AGENCY

The Mis­sile Defense Agency (MDA) is pleased to announce the award of advi­so­ry and assis­tance ser­vices con­tracts to Booz Allen Hamil­ton, McLean, Va. (HQ0147-10-D-0011); Lock­heed Mar­tin Ser­vices, Inc., Gaithers­burg, Md. (HQ0147-10-D-0012); and Qine­tiQ North Amer­i­ca, Fair­fax, Va. (HQ0147-10-D-0013). Each firm is being award­ed an indef­i­nite-deliv­ery/in­def­i­nite-quan­ti­ty con­tract to pro­vide advi­so­ry and assis­tance ser­vices to the Secu­ri­ty and Intel­li­gence Oper­a­tions (DXS) direc­torate. The con­trac­tors will assist the DXS direc­torate in pro­vid­ing infor­ma­tion assur­ance, secu­ri­ty, intel­li­gence and coun­ter­in­tel­li­gence ser­vices to pro­tect the MDA and Bal­lis­tic Mis­sile Defense Sys­tems tech­nolo­gies. This pro­cure­ment is man­aged by the MDA engi­neer­ing and sup­port ser­vices pro­gram office. This pro­gram office is respon­si­ble for cen­tral­ly man­ag­ing the acqui­si­tion of advi­so­ry and assis­tance ser­vices for the agency. These con­tracts are being com­pet­i­tive­ly award­ed under the full and open, unre­strict­ed, request for pro­pos­al HQ0147-09-R-0002. Each con­tract has a not-to-exceed order­ing ceil­ing of $365,728,000. The com­pa­nies will have the oppor­tu­ni­ty to bid on each indi­vid­ual task order. Work under these con­tracts will be per­formed in Huntsville, Ala., and oth­er MDA loca­tions. The per­for­mance peri­od is through June 2015. Oblig­a­tions will be made by task orders using research, devel­op­ment, test and eval­u­a­tion funds. The Mis­sile Defense Agency is the con­tract­ing activity. 

DEFENSE LOGISTICS AGENCY

Blue­wa­ter Defense, Inc., San Loren­zo, Puer­to Rico, is being award­ed a max­i­mum $59,123,180 firm-fixed-price, sole-source con­tract for Army com­bat uni­form coats and trousers. Oth­er loca­tions of per­for­mance are Puer­to Rico and North Car­oli­na. Using ser­vice is Army. There was orig­i­nal­ly one pro­pos­al solicit­ed with one response. The date of per­for­mance com­ple­tion is March 30, 2012. The Defense Sup­ply Cen­ter Philadel­phia, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-10-D-1070).

Amer­i­can Appar­el, Inc., Sel­ma, Ala., is being award­ed a max­i­mum $55,715,352 firm-fixed-price, sole-source con­tract for Army com­bat uni­form coats. Oth­er loca­tions of per­for­mance are Alaba­ma, Mis­sis­sip­pi, Mass­a­chu­setts and Penn­syl­va­nia. Using ser­vice is Army. There was orig­i­nal­ly one pro­pos­al solicit­ed with one response. The date of per­for­mance com­ple­tion is March 30, 2012. The Defense Sup­ply Cen­ter Philadel­phia, Philadel­phia, Pa., is the con­tract­ing activ­i­ty (SPM1C1-10-D-1065).

NAVY

Force Pro­tec­tion Indus­tries, Inc., Lad­son, S.C., is being award­ed a $15,431,971 firm-fixed-price mod­i­fi­ca­tion under pre­vi­ous­ly award­ed con­tract (M67854-07-D-5031) deliv­ery order #0015 for the pur­chase of 43 field ser­vice rep­re­sen­ta­tives to install spall-lin­er blan­ket kits and mod­ern­iza­tion safe­ty kits, and con­duct gen­er­al main­te­nance to the Cougar Mine Resis­tant Ambush Pro­tect­ed vehi­cle fleet sup­port­ing Oper­a­tion Endur­ing Free­dom and Oper­a­tion Iraqi Free­dom. Work will be per­formed in Afghanistan and Iraq, and is expect­ed to be com­plet­ed by June 30, 2011. Con­tract funds in the amount of $15,431,971 will expire at the end of the cur­rent fis­cal year. Marine Corps Sys­tems Com­mand, Quan­ti­co, Va., is the con­tract­ing activity. 

Gen­er­al Dynam­ics Bath Iron Works, Bath, Maine, is being award­ed an $8,300,858 con­tract mod­i­fi­ca­tion to pre­vi­ous­ly award­ed con­tract (N00024-06-C-2303) to sup­port the out­fit­ting of DDG 1000 Periph­er­al Ver­ti­cal Launch Sys­tem (PVLS) units. The PVLS is a sys­tem of armored com­part­ments locat­ed around the periph­ery of the DDG 1000 class guid­ed mis­sile destroy­er. Each PVLS com­part­ment con­tains and pro­tects one MK57 Ver­ti­cal Launch­ing Sys­tem. This design makes launch­ers and mis­siles resis­tant to bat­tle dam­age while safe­ly iso­lat­ing them from crew and equip­ment spaces. Work will be per­formed in Bath, Maine (92 per­cent); Glen­dale, Calif. (6 per­cent); and Montville, N.J. (2 per­cent); and is expect­ed to be com­plet­ed by Decem­ber 2010. Con­tract funds will not expire at the end of the cur­rent fis­cal year. The Naval Sea Sys­tems Com­mand, Wash­ing­ton, D.C., is the con­tract­ing activity. 

Noah Enter­pris­es, Inc.*, Vir­ginia Beach, Va., is being award­ed an $8,233,000 firm-fixed price con­tract for design and con­struc­tion of the First Naval Con­struc­tion Divi­sion Oper­a­tions Con­trol Facil­i­ty at Joint Expe­di­tionary Base Lit­tle Creek, Fort Sto­ry. The work to be per­formed pro­vides for the design and con­struc­tion of a two-sto­ry head­quar­ters facil­i­ty with admin­is­tra­tive areas; sen­si­tive com­part­ment­ed intel­li­gence facil­i­ty; data pro­cess­ing areas; sup­port facil­i­ties; and mechan­i­cal, elec­tri­cal, and com­mu­ni­ca­tions spaces. The con­tract also con­tains two unex­er­cised options which, if exer­cised, would increase the cumu­la­tive con­tract val­ue to $8,534,665. Work will be per­formed in Vir­ginia Beach, Va., and is expect­ed to be com­plet­ed by July 2012. Con­tract funds will not expire at the end of the cur­rent fis­cal year. This con­tract was com­pet­i­tive­ly pro­cured via the Navy Elec­tron­ic Com­merce Online Web site, with 11 pro­pos­als received. The Naval Facil­i­ties Engi­neer­ing Com­mand, Mid-Atlantic, Nor­folk, Va., is the con­tract­ing activ­i­ty (N40085-10-C-3010).
